The Central Election Commission of BiH still does not have 12.5 million KM at its disposal, which the Council of Ministers of BiH was supposed to provide by May 19 for the financing of the elections, which are supposed to be held on October 2. The ministers from HDZ BiH have blocked this.
Because of this, the Central Election Commission of Bosnia and Herzegovina will hold a press conference on Monday where it will announce future steps regarding the organization of the General Elections in Bosnia and Herzegovina.
The CEC announced that they have a collegium decision not to comment on issues related to the organization of elections, and that they will hold a press conference on Monday at 11 AM.
Besides representatives of the CEC, the Ambassador of the USA to Bosnia and Herzegovina, Michael Murphy, and the Head of the OSCE Mission, Kathleen Kavalec, will attend.
Concurrently, Vjekoslav Bevanda's manipulation continued, and he stated that he is working on the Budget for 2022, but the question arises why the High Representative Christian Schmidt did not impose the budget and thus prevent HDZ from continuing to block the elections.
Those who are well-acquainted with the situation see this as complicity.
Schmidt has repeatedly stated on various occasions that the international community will not just stand by. However, the fact is that they have remained on the sidelines and, despite appeals, have done nothing concrete to resolve the problems.
It is also true that Schmidt stated in the BiH Parliament that he does not plan to return to earlier methods of imposing decisions, because there is an agreement that responsibility has been transferred to domestic authorities.
Domestic authorities are using this, especially HDZ and SNSD, because they will not act differently without sanctions on the path they have set for themselves.
Schmidt could have seen this in the example of state property, when, despite the earlier ban by Inzko on disposing of state property, he had to use his Bonn Powers and suspend the law on immovable property of Republika Srpska.
Schmidt can no longer justify this by lack of knowledge, because on October 28 last year, he was aware of the importance of adopting the Budget.
"We have to work on it. It is about financing state institutions," Schmidt said at the time.
And since then, everyone has been 'working', and the state is standing still! The holding of the General Elections in BiH is also in question. The mandate of the High Representative certainly does not include extinguishing democracy in BiH, which is why Schmidt should react faster and more concretely.
