The Chief Prosecutor of the BiH Prosecutor's Office, Milanko Kajganić, stated that the decrypted data from the Sky and Anom applications are very valuable for the BiH Prosecutor's Office. However, Kajganić has been familiar with the data from these applications concerning four state prosecutors for months, and so far none have been suspended. These are Diana Kajmaković, Oleg Čavka, Džermin Pašić, and Dubravko Čampara. Apart from Kajmaković and Čavka being transferred to the war crimes department, there is no official stance from the BiH Prosecutor's Office regarding Pašić and Čampara. Regardless of the context in which they are mentioned, the BiH Prosecutor's Office should have come forward with precise information by now to avoid any suspicion that anyone is being protected.
"We in the BiH Prosecutor's Office are very satisfied that these applications have been decrypted. We are not afraid; we have received valuable data. We cannot do it alone; we need the help of police agencies," said Kajganić.
What message is the chief state prosecutor sending while some of the most prominent prosecutor names are being mentioned in conversations within criminal circles? Only after the US placed prosecutor Kajmaković on a blacklist did the Office of the Disciplinary Prosecutor react, requesting suspension until the proceedings are concluded.
"If suspicion arises about anyone in the BiH Prosecutor's Office, we will react appropriately," said Kajganić.
Although VSTV member Mustafa Šabić noted at yesterday's session that five prosecutors from the institution led by Kajganić were caught on the Sky application, for the 10 VSTV members who supported his appointment, this is apparently not an issue. It evidently did not bother VSTV President Halil Lagumdžija either, who voted for Kajganić's appointment. The Istraga portal chronologically listed how the first man of the VSTV changed his opinion on the selection of the chief prosecutor three times. How confused Lagumdžija is, is also shown by the fact that he responded to yesterday's journalistic remark that "half the journalists in the room" might know more than half of the judges and prosecutors appointed by the VSTV with "I agree."
Kajganić firmly denied any connection with Milorad Dodik, against whom an investigation regarding the purchase of a villa in Belgrade has been ongoing and dragging on for years. He claims that if anyone proves otherwise, and that he has contact with him or through intermediaries, he is ready to face the consequences, even to resign. The best way to prove his independence is to bring the Milorad Dodik case to a conclusion. Just as he announces numerous indictments related to organized crime by the end of the year, Kajganić would have to proceed with every case. However, it is clear that in the BiH Prosecutor's Office, there are still cases that take priority over others.
Although he claims there are no hidden cases in the drawers of the BiH Prosecutor's Office, and that all cases are being processed, Kajganić would evidently have to start punishing prosecutors who have not made prosecutorial decisions in some cases for years. Among the reports submitted to the BiH Prosecutor's Office several years ago are those concerning the disappearance of ammunition and equipment from the BiH Border Police warehouse, illegal actions and other irregularities in police agencies, abuse of position in SIPA, the BiH Border Police, as well as reports for genocide denial.
Kajganić confirmed after yesterday's appointment that there are no indictments for genocide denial and glorification of war crimes and criminals, even though dozens of reports have been filed against Milorad Dodik alone. As confirmed for Face TV, 29 cases have been opened against Dodik, and investigations are ongoing in two of them.
In the year that he has already been at the helm of the BiH Prosecutor's Office, Kajganić has done nothing to protect the integrity of this judicial institution.
Like all his predecessors, Kajganić is bothered by "information leaks," especially when it comes to compromised prosecutors, but the question arises: what if there were no media to obtain such information? Would we ever find out that prosecutors are mentioned as people with whom everything can be resolved? It is not the media's duty to protect the integrity of the BiH Prosecutor's Office, but Kajganić's.
No chief prosecutor in the history of the BiH Prosecutor's Office has managed to complete their term; all were dismissed before the end of the six-year period. More or less, all depended on certain policies, so there is no reason to believe that Kajganić marks the beginning of a renaissance of the judiciary and its independence from politics in BiH.
