However, he emphasized that sanctions against Russian oil companies "will soon come into effect".

The US Department of the Treasury included Rosneft, Lukoil, and their subsidiaries in a new package of anti-Russian sanctions on October 22.

However, the ministry published a series of general licenses, which allowed certain transactions with the companies and their subsidiaries until November 21.

Later, the US Department of the Treasury extended the licenses from November 21 to December 13, which allow certain transactions with Lukoil related to the company's foreign assets.
