FBiH Government: Regulation of Non-Tax Revenue Area

(Patria) - The Government of the Federation of BiH, at today's session held in Sarajevo, adopted and sent to the FBiH Parliament, under an expedited procedure, the Draft Law on the Unified Register of Fees and Charges in the Federation of BiH.

The purpose of this federal regulation is to regulate the area of non-tax revenues, i.e., charges and fees, while fully respecting constitutional competencies and cooperation with lower levels of government. Guided by this, the Federal Ministry of Finance, with the technical support of USAID's Fiscal Sector Reform Project (FAR), as well as in cooperation with lower levels of government, has prepared and published an interactive Register of Fees and Charges in FBiH, and is finalizing the preparation of its simplified web application, which will transparently consolidate all relevant information in one place, intended for both business entities and citizens (payers), as well as for proposers and decision-makers of public policies in this area.

The Federal Government adopted the spending programs, with the criteria for allocating funds from current transfers established by this year's FBiH Budget to the Federal Ministry of Education and Science, in the amount of approximately seven million KM, and to the Federal Ministry of Labour and Social Policy, in the amount of 2,412,423 KM. Two spending programs for transfers to JP Railways of FBiH d.o.o. Sarajevo, established by this year's FBiH Budget to the Federal Ministry of Transport and Communications, in the amounts of 22,000,000 and 6,000,000 KM, were also adopted.

The Federal Government accepted the debt of the Federation of BiH under the Loan Agreement between the European Bank for Reconstruction and Development and Bosnia and Herzegovina for the implementation of the Sarajevo Urban Road Project, in the amount of up to 30,000,000 euros, and the initiative to secure funds for the implementation of the rural enterprise and agriculture development project through a loan of 7,062,200 euros from the International Fund for Agricultural Development (IFAD).

Today, the initiative of the Association of the Deaf and Hard of Hearing of the Federation of BiH, submitted through the Federal Ministry of Labour and Social Policy, for the adoption of a law on sign language at the level of the Federation of BiH, as stipulated by the Law on Sign Language of BiH, was adopted, and an interdepartmental commission was appointed with the task of preparing the draft text of this law within six months.
