FBiH Government Considers Draft Laws on Contributions, Income Tax, and Sale of Sarajevo Osiguranje

The Government of the Federation of BiH will, at today's session held in Mostar, consider and declare its position on the draft laws of four important laws, writes Patria.

The main goal of the Draft Law on Contributions is to reduce the rigidity of the contribution system in FBiH compared to neighboring countries and Europe, by lowering the aggregate contribution rate, simultaneously expanding the base for contribution calculation, and increasing the scope of contribution payers, while maintaining a neutral impact on extra-budgetary fund revenues.

The Draft Law on Income Tax stems from the assessment that the existing income tax system in FBiH does not ensure a satisfactory level of fairness in taxation. The goal of the new law is to ensure medium-term fiscal sustainability through a significant reduction in the burden on labor.

Also before the members of the Federal Government are the draft Laws on Peaceful Settlement of Disputes, which represents a legal mechanism for realizing individual and collective rights from employment relationships, through social dialogue supported by mediators and arbitrators, and the Law on Treatment of Infertility through Medically Assisted Reproduction.

The agenda also includes proposals for four decisions on allocating part of the funds generated from the sale of state capital in Fabrika duhana Sarajevo d.d. Sarajevo and Bosnalijek d.d. Sarajevo, and the Proposal for a decision on determining the method, or rather methods, of privatization of state capital in the company Sarajevo-osiguranje d.d. Sarajevo.

The programs for the expenditure of this year's transfers approved for the Federal Ministry of Education and Science and the Federal Ministry of Health will also be considered.

The Federal Ministry of Finance has submitted the Annual Borrowing Plan for 2017 and the FBiH Debt Management Strategy 2017-2019 for consideration at today's session.
