The Federal Government has accepted the information on the situation in healthcare in the Federation of BiH and will forward it to the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina, as a basis for holding a thematic session dedicated to healthcare in the FBiH, scheduled for June 30, 2016, Patria reports.
However, behind this information lies a desire to present Sebija Izetbegović as a credible manager, who persistently sends news from the KCUS about the debt of 100 million KM she inherited. Until now, Izetbegović has never clarified what she did as a member of the Supervisory Board from 2010 to 2014 to prevent the then management led by Faris Gavrankapetanović when the largest debt was incurred. On the contrary, Izetbegović speaks exclusively about the debt incurred in 2015, but the structure of the debt has never been presented to the public. And, for the Government to help, precise breakdowns of debts must be known, to whom, how, and why.
However, from the FBiH Government headed by Fadil Novalić, they say that the goal of the information is to familiarize Government members with the issues of financing the healthcare sector, especially clinical centers in the Federation of BiH, and the need to remediate identified losses.
The work program of the FBiH Government for the period 2015-2018, in the part related to healthcare, provides for continuous activities on the consolidation of the healthcare sector and its financial, organizational, and strategic restructuring.
Novalić and other ministers went a step further and also referred to the Reform Agenda. But, do they know in the FBiH Government how they are allowed to help. As stated by the Government, the directors of healthcare institutions supported the initiative of the Government of the Federation of BiH to remediate hospital debts. But, do they ask what the citizens in this country think...
How do they plan to remediate the debts. The law is clear, they can only take loans, but these will be repaid by the citizens of this country who are currently dissatisfied with the healthcare system.
Incidentally, the healthcare sector in the Federation of BiH is indebted by an incredible 370 million marks. Of that amount, 107 million KM is owed, according to the statement of director Ante Kvesić, by the University Clinical Hospital Mostar, while the debt of the University Clinical Center Sarajevo, according to the claims of director Sebija Izetbegović, is 100 million KM.
It is clear that the Government cannot write off the debt, as it seems to be planned in political power centers, when it comes to suppliers or third parties. That would mean that all of them would sue the Government and win cases in court if that were to happen.
For such ventures, laws would also need to be changed, so the extraordinary session on June 30 could be very interesting.
