Council of Ministers is sleeping: New 'minus' from Brussels expected early next year!

A new wave of floods in Bosnia and Herzegovina has brought problems to citizens, but also confirmation that little functions in our country, writes the Patria News Agency. Although the authorities promised a few months ago that they would not go on annual leave, new troubles have befallen BiH precisely during the period of collective annual leave. The Council of Ministers is literally sleeping, and analysts warn that new 'minuses' from Brussels await us early next year.

Almir Terzić, an analyst, stated for NAP that it was clearly stated at the donor conference for BiH and Serbia that BiH must establish an effective mechanism for protection and prevention in crisis situations, with floods identified as one of the priorities.

- An analysis of what has been done will be carried out at the beginning of next year. I think we will again have a situation where we will receive a 'minus' from Brussels for not having done enough in this regard. Everything indicates that the decision-making system, or rather the responsibility system in BiH, is still an unknown for officials – says Terzić.

The Council of Ministers of BiH has already requested information on the functioning of the coordination body on several occasions, but it is clear that nothing has ever been done in this regard.

- The Council of Ministers had the obligation to establish an effective mechanism that would, given that these are crisis situations. We are not talking about divided competencies and systems that apply to entities or cantons here; this is about a common disaster that has befallen all citizens of BiH – added Terzić.

The authorities of BiH have completely failed in the decision-making system that would lead to the establishment of a more effective crisis response mechanism in BiH.

- The best proof of this is the latest developments related to the floods in BiH, where the population in a large part of the FBiH and RS, which has again been hit by floods, has been left to fend for themselves. I emphasize this particularly, and it is even worse, and it affects the overall situation considering that it is the period of collective annual leave – added Terzić.
