Constitutional Court rules: Mayors have been illegally hiring, firing, and assigning employees for years

(Patria) - Some mayors have been illegally hiring, firing, and assigning employees for years, and proof of this has been established before the Constitutional Court of FBiH. Irfan Čengić (SDP) was a party to the proceedings and does not hide his satisfaction with the verdict.

The Constitutional Court of FBiH has issued a ruling rejecting the appeals of 9 Sarajevo municipalities regarding federal laws that regulate the area of decision-making on the organization of services and job systematizations.

"As the president of the Commission for Local Self-Government of the House of Representatives of the FBiH Parliament, I was a party to the proceedings. The Constitutional Court of FBiH fully accepted the arguments of this Commission and rejected the mayors' request for an assessment of the constitutionality of the laws and the violation of the right to local self-government. After this ruling by the Constitutional Court, I call on the mayors to start working as prescribed by the laws and as previously ordered by inspections, respecting the competencies of the councils. Municipalities are not anyone's private property; they belong to the people, and municipal councils are the representative bodies of citizens.

An example of the correct procedure for adopting these acts is the Mayor of Sarajevo, Benjamina Karić, and the City Council of the City of Sarajevo. I hope that the mayors will take Sarajevo as an example.
All employees whose rights have been jeopardized in recent years by such illegal decisions and systematizations made by mayors without the Municipal Councils should seek their rights in court.
