
(Patria) - The Office for Legislation of the Council of Ministers of Bosnia and Herzegovina, in cooperation with the
Legislative and Legal Sector of the Secretariat of the Parliamentary Assembly of Bosnia and
Herzegovina, the General Secretariat of the Council of Ministers of Bosnia and Herzegovina, and
the Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina, held a working meeting on June 5, 2024,
in the building of the Parliamentary Assembly of Bosnia and Herzegovina with representatives of all ministries and other institutions of Bosnia and Herzegovina regarding
the revision of the text of regulations and the drafting of new regulations in accordance with Article 46, paragraphs (3) and (4), and Article 54a of the Uniform Rules for the Drafting of Legal Regulations in the Institutions of Bosnia and Herzegovina.
Following an analysis of all regulations from the database available to the Office for Legislation, a tabular overview of laws for each ministry and institution for which there is a need to draft a revised text of the law in accordance with Article 54a of the Uniform Rules, or to draft a new regulation in accordance with Article 46, paragraphs (3) and (4)
of the Uniform Rules, has been prepared.
Representatives of the institutions who attended the meeting supported the initiative of the Office for
Legislation and expressed their readiness to begin revising the text of regulations and drafting new regulations in 2024 for which the institution assesses to be of priority importance.
Given that the European Council made a decision on March 21 to open accession negotiations with BiH, a review and analysis of the alignment of the candidate country's legislation with the EU acquis, so-called screening, is necessary before the negotiations begin.
The Office for Legislation warned the institutions to pay attention in their work programs for 2025 to the drafting of a plan for the revision of laws and bylaws of the Council of Ministers of BiH and BiH institutions adopted before the entry into force of the Uniform Rules for the Drafting of Legal Regulations in the Institutions of Bosnia and Herzegovina.
Furthermore, the Office emphasizes that it is necessary to proceed with the adoption of a new regulation if more than half of its articles have already been amended, supplemented, or if an amendment or supplement to one third of the document is proposed.
