KS Employers Association Board on Initiatives to Relieve the Economy

SARAJevo, (Patria) - Ahead of the thematic session of the Sarajevo Canton Government scheduled for March 28, which will be attended by a delegation from the Sarajevo Canton Employers Association, the Association's Management Board reviewed initiatives to relieve the economy and improve the business environment in Sarajevo Canton.

The aforementioned initiatives relate to the formation of a coordination body for parafiscal charges in KS, the adoption of the Regulation on the Impact Assessment of Regulations, then amendments to the Rules of Procedure of the Sarajevo Canton Assembly, the Rules of Procedure of the KS Government, and initiatives to include representative social partners in Sarajevo Canton in management bodies and program councils, the Association announced.

The initiatives operationalize the document "What Employers Expect from the New Government in Sarajevo Canton" submitted to the political parties participating in the work of the Sarajevo Canton Assembly and are in line with the programmatic document of the political parties that form the majority in the KS Government and Assembly, "Agreement on the Priorities of the Assembly Majority in Sarajevo Canton in the 2018-2022 Mandate.".

The establishment of a Coordination Body for the abolition and reduction of parafiscal charges is one of the initiatives of the KS Employers Association, and this body would coordinate between the KS Government, the KS Ministry of Finance, the KS Employers Association with all other bodies and institutions, then analyze the justification of proposals for rationalization, abolition or introduction of individual parafiscal charges, update the register of parafiscal charges, and draft the law on parafiscal charges and analyze its application.

Employers have initiated the adoption of the Regulation on the Impact Assessment of Regulations. The Regulation stipulates that an analysis of the need for adopting a new regulation or amending existing ones should be carried out. Decisions would be made based on evidence and collected relevant data that will serve as guidelines for selecting the best solution for adopting regulations or for undertaking non-normative activities and measures.

Through the initiative for amendments to the Rules of Procedure of the Sarajevo Canton Assembly, the KS Employers Association proposes the appointment of representatives of representative social partners to the working bodies of the KS Assembly, whereby the appointed members would have the right to participate in discussions without the right to vote.

From the KS Employers Association, amendments to the Rules of Procedure of the KS Government are requested, whereby the Government would obtain the opinion of representative social partners in Sarajevo Canton on the content of the program and planned activities before adopting the Government's annual work program.

An initiative is also sent to the KS Government and Assembly from the UPKS to include representative social partners in the management bodies and program councils of public enterprises and institutions where social partners have an interest. The initiative of the KS Employers Association states that the priority is to include social partners in the work of the University of Sarajevo and certain faculties, the KS Privatization Agency, Sarajevo Canton Television, the Cantonal Health Insurance Fund, and the Cantonal Employment Agency.

As stated by the KS Employers Association, these initiatives represent the basis for a higher quality inclusion of employers in the adoption of legal regulations whose adoption affects the business environment and conditions for business development in Sarajevo Canton.
