Instead of an answer, Bandić received an attack on Facebook: Why was the PAT additional training for about a hundred family medicine doctors not provided?

(Patria) - Muamer Bandić, a representative of SBiH, did not receive an official answer from the Minister of Health of Sarajevo Canton, Haris Vranić, who asked for an answer to the question regarding the non-fulfillment of the contract that includes additional training in family medicine – PAT.

Instead of an official answer, he received 'criticism' on Facebook!? Among others, Belma Kapo, a member of the Management Board of the Sarajevo Canton Health Insurance Fund and an SDP delegate in the Club of Others in the FBiH Parliament, reacted. She criticized SBiH because the members of that party have become active in recent days and started criticizing the state of healthcare in KS, especially in Health Centers!?

“Where were you when people were dying connected to machines of questionable quality and purpose. Do you know? Do you remember? You were in SDA. You didn't dare to write a letter. Oh, you didn't dare to speak up”, wrote Kapo, while in one part of her reaction, she pointed out that the contract was signed six years ago.

However, Patria is in possession of the contract signed last year, which representative Bandić also referred to.

Contract concluded in 2022

“The goal is one, to improve the state of healthcare because we must stop getting information about the healthcare system by collecting information solely from the Government, Assembly, representatives, leaders, these or those media. We must ask citizens and survey them about the healthcare system. Also, we must ask those who treat us and care for our health“, emphasized Bandić.

As one example of negligence is the contracted, but unrealized, additional training in family medicine - PAT. Doctors who do not have PAT, according to the new systematization, cannot independently lead family medicine teams and perform work under mentorship. This means that the Health Center does not have 200 family medicine teams, and citizens cannot receive services from these doctors.

„Training is necessary for doctors so they can lead family medicine teams. The contract signed between JU 'DZKS' and ZZO obliged JU 'DZKS' to provide PAT additional training for about a hundred family medicine doctors within the next 12 months, which is necessary for them to lead family medicine teams.

However, JU 'DZKS' did not provide the additional training. Such omissions, which greatly harm patients and the overall healthcare system, must stop. They slow it down, make it more expensive, and complicate it.

A particular problem in JU 'DZKS' is the abuse of changes to the Rulebook on work and internal organization and systematization of jobs. The Rulebook must not be used for settling scores with staff, for mobbing, and discrimination“, says Bandić, not wanting to delve into the politicization of the entire issue.

„I asked for an answer, as a representative, I have the right to ask questions“, added Bandić.

He also said that the patient's journey in KS is very difficult.

„It's more like a hiking trail. All those on this path truly need a lot of luck.

It is time to replace such a way of functioning and patients relying on luck with professionalism, expertise, knowledge, and seriousness in work. My question, which I addressed as a representative, is in this context“, adds Bandić, and points out that he will have additional questions in the field of healthcare in the coming period.

„We promised citizens better healthcare services, and we must fight for them. If we go out into the street from the assembly seats or the Government and ask any passerby about their experiences with our healthcare system, few will tell you anything good and positive. Sarajevo is a big city, but it does not have a system burdened by several million insured persons.

In healthcare, everyone blames and accuses everyone else, so in essence, we hear more mutual polemics and noise between those responsible for poor service than actual information about the sick. Our healthcare system needs an external, independent, and professional evaluation, not internal quarrels among those responsible“, adds Bandić.
