
For the purpose of better and more precise regulation of the exercise of social protection rights, the Ministry of Labour, Social Policy, Displaced Persons and Refugees proposed, and the Government of Sarajevo Canton adopted a new Regulation on the recognition of the right to a hot meal in public kitchens of Sarajevo Canton.
The Regulation, along with the definition of a hot meal, stipulates when dry meals are distributed to users, defines the users of hot meals, stipulates who is considered a family household member and what is considered the total household income. Furthermore, it prescribes the alternative distribution of food items, the procedure for submitting applications, the right to appeal, the method of financing public kitchens, the formation of a Coordination Body, the obligation to report any changes, as well as other legal conditions necessary for the implementation of this Regulation.
A hot meal, within the meaning of this regulation, is considered one meal of cooked food per day per user, prepared in a public kitchen, in accordance with the foodstuff norm for one meal, as determined by the relevant ministry. On days when a hot meal is not prepared (weekends, state and religious holidays), dry food is distributed to users in accordance with the Rulebook on the foodstuff norm for one hot meal.
Users of hot meals are single-person households whose total income per household member does not exceed the amount of 70.00 KM per month; multi-person family households whose total income per household member does not exceed the amount of 80.00 KM per month; single-person pensioner households whose total income does not exceed the guaranteed pension amount according to data from the Federal Pension and Disability Insurance Institute; two-person pensioner households whose total income does not exceed the guaranteed pension amount increased by 10 percent; family households in which one or more members are persons with disabilities and persons with permanent developmental disabilities, both physical and mental, and whose total income per household member does not exceed the amount of 100.00 KM per month.
Also, users of this right are not single-person and family households that rent out residential units, garages, and other spaces, or whose one of the members owns a company, a sole proprietorship, or engages in a registered supplementary activity. Also, users must prove that they are not households in which one of the members owns or possesses a motor vehicle, except for persons with disabilities who are exempt from paying customs duty upon import of a passenger vehicle that serves as their orthopedic aid.
