Rebellion growing in the Tax Administration of FBiH: General strike on June 30?

The statement from the Trade Union Committee shows that there is serious mistrust among employees of the Tax Administration of the Federation of Bosnia and Herzegovina towards the announced reform and the new Law on the Organization and Competencies of the Tax Administration of FBiH.

According to Patria's findings, precisely because of this, a general strike of the Tax Administration of FBiH workers could follow on June 30, 2026.

The Federal Ministry of Finance sent a proposal for amendments to the law on the Tax Administration, but the workers believe it is just "pulling the wool over their eyes." The Trade Union of the Tax Administration responded to the Ministry of Finance and Minister Toni Kraljević, who recently attended a meeting where it was confirmed that the Trade Union of the Tax Administration of FBiH received approval from the Management Board of the Independent Trade Union to initiate a general strike on June 30.

The letter states that the Trade Union considers the submitted summary insufficient, unclear, and legally undefined, especially regarding the status of employees, job systematization, coefficients, and future employee allocation. The key objection relates to the fact that representative employee representatives were not included in the preparation of the law, nor was a social dialogue conducted with the trade union.

The announcement of the formation of a new status of "tax officials" causes particular concern, without a clear explanation of how this system would fit into the existing regulations governing civil service, labor relations, and salaries in the Federation of BiH. The Trade Union warns that such a reform could open a long and uncertain process, without defined deadlines and without guarantees for the preservation of employee rights.

In conclusion, the Trade Union Committee rejects the offered reform concept and insists that employee problems be resolved within the existing legal framework, through amendments to current regulations and improvement of the material status of workers, without establishing a completely new system. At the same time, they state that they are prepared to undertake all legally permitted trade union measures to protect employee rights and call on the Federal Ministry of Finance for a serious social dialogue.
