The Government and Assembly of the District agree that employment in public institutions, enterprises, and funds must be stopped as soon as possible.
Around half of the annual budget is spent on employee salaries, and that must stop, according to the Assembly.
They advocate for a moratorium on further employment and the reallocation of the existing administration as needed, with funds saved in this way financing the construction of infrastructure in business zones.
Around 4,500 employees spend more than 100 million KM, out of the 250 million KM that constitutes the annual budget in Brčko. This is dysfunctional, which is why further employment must stop.
The President of the Brčko District Assembly, Siniša Milić, points out that in such circumstances, stopping the employment process seems like something that could prevent more dramatic consequences, i.e., allowing the number of administration staff to decrease through natural attrition.
Employment, in principle, must be put on a sound footing, says Milić, and announces possible amendments to the law on civil service that would enable the redistribution of existing staff.
- Public or external calls for applications would only come when there are no candidates within the existing administration who meet the needs - Milić notes.
