The Cantonal Prosecutor's Office of Sarajevo Canton is conducting certain checks regarding the attempt to shut down the General Hospital "Prim. dr. Abdulah Nakaš", under the auspices of the current director of UKCS, Sebija Izetbegović, writes the Patria news agency.
Although the KS Prosecutor's Office could not say whether they are acting on a report or ex officio, based on everything that has been seen in public, we were told that the case of signing consent for the transfer from the General Hospital "Prim. dr. Abdulah Nakaš" to the University Clinical Center Sarajevo is also being investigated.
However, from sources close to the KS Prosecutor's Office, we learn that the investigation, or rather the checks, are being conducted based on the arbitrary actions of individuals, namely the now former director of the General Hospital, Sebija Izetbegović, to merge that hospital with the University Clinical Center in Sarajevo, even though there is no act in this regard adopted by the executive and legislative authorities of the Federation of Bosnia and Herzegovina and the executive and legislative authorities of the Canton of Sarajevo.
Given this situation, where nothing has been legally finalized or decided, the former management of the General Hospital "Prim. dr. Abdulah Nakaš" Sarajevo is asking employees to sign a statement that their employment is terminated and that after this statement, their employment status will be established at the University Clinical Center Sarajevo in one of the clinics.
Copies of the documents that the employees, both medical and non-medical staff at the General Hospital, were supposed to sign, could be seen on all portals, as well as in electronic media. After signing this statement, employees were supposed to apply to one of the UKCS clinics for their further employment, although such a method of assignment or change of workplace without any decision is unknown in labor legislation.
In addition, the Government of the Federation of BiH made a decision that there will be no hiring due to the difficult financial situation in the Federation. Bearing in mind the above, i.e., what is being asked of employees, that their employment in the General Hospital is terminated based on a statement and further engagement in UKCS, is contrary to all regulations governing labor relations – explains our source.
With such arbitrary behavior of the management, i.e., the former director of the General Hospital, by creating fear among employees that they will be left without jobs if they do not sign, she has abused her position, because medical staff have been told through blackmail and threats that their employment will be terminated.
In addition to the above, the KS Prosecutor's Office will also deal with the fact that the premises of the General Hospital are state property, which the management led by Izetbegović disposed of as if it were their private property.
It is precisely to protect state property, because the Hospital is owned by the Canton of Sarajevo, that the KS Prosecutor's Office has reacted.
