(Patria) - As early as September 13, the management of the Jahorina Olympic Center announced a major solo concert by Svetlana Ceca Ražnatović, and billboards promoting the concert on the occasion of the launch of the artificial snowmaking system have already been placed across the Republic of Srpska.
However, the OC Jahorina only published the procurement for organizing this concert on November 7, seeking the most favorable bidder to provide the appearance of the famous folk singer, with an estimated procurement value of around 78,000 KM. Although everything was apparently agreed upon before the tender, it was significantly delayed, and the short deadlines could create a problem for the organizer, who has already put tickets on sale.
The concert is scheduled for December 1, and the deadline for submitting bids expired on November 22. With only five days left until the concert, a problem could arise if multiple bidders applied for the tender, as in that case, a 15-day waiting period for contract signing would be required. Even if the most favorable bidder were selected immediately, the contract could not be concluded before December 7 under the law, as the contracting authority is obliged to leave a period for potential complaints from dissatisfied bidders. If there are any, the organizer will not be able to sign the contract until the final decision of the Complaints Review Office.
Everything could go as planned if only one bidder applied, which would confirm the absurdity of the tender itself. Due to all this, Transparency International in BiH has also filed a complaint with the Public Procurement Agency of BiH regarding the improper application of the Law on Public Procurement of BiH.
The occasion for the concert is the ceremonial launch of the artificial snowmaking system, which takes place on December 1. Something similar was already organized once during the pre-election campaign, when the Jahorina Olympic Center arranged the opening of an artificial lake for making artificial snow, which will supply the entire system. The grand ceremony held on September 13 was attended by numerous figures from the political and public life of the Republic of Srpska. The entire artificial snowmaking system was put into operation on November 18, and it will be ceremonially launched again on December 1, when the big concert is planned.
