(Patria) - Dragan Čović, Deputy Speaker of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina and President of HDZ, has tested positive for coronavirus.
This news has also brought about a number of other questions, such as the holding of the session of the House of Peoples and the adoption of the budget of the institutions of Bosnia and Herzegovina.
The session of the House of Peoples is scheduled for Tuesday, July 21, so the new situation regarding Čović also raises the question of the session of the House. Many are wondering if the other members of the Croat Caucus, primarily HDZ delegates Lidija Bradara, Bariša Čolak, and Marina Pendeš, will attend the session.
There are several scenarios. A blockade is only possible if, in addition to Čović, at least two more Croats do not attend the session.
Eight votes are needed to adopt the budget: three from SDA, one from SBB, plus four from SNSD, and no votes against from the FBiH. Zlatko Miletić (independent delegate) and Denis Bećirović (SDP) are the two votes that should not vote against the budget.
"I reserve my right not to reveal how I will vote until the time comes," Denis Bećirović, SDP delegate in the Bosniak Caucus, told Patria.
The last session of the House of Peoples was held on July 8, and it is not known if delegates from other peoples' caucuses have been in contact with Čović since then, or if they will potentially use this opportunity to not attend. In the House of Representatives of the PS BiH, HDZ voted against the Budget.
If the Budget is adopted in the House of Peoples, HDZ would still have the option to invoke vital national interest, but Patria's sources believe they will not decide to take that step.
