It seems that the Party of Democratic Action and the Croatian Democratic Union can neither stop nor want to stop playing with the destinies of the citizens of Bosnia and Herzegovina.
In this specific case, it is about the destinies of the citizens of Mostar, a city that, due to the aforementioned two parties, does not have normal governance, so its budget is decided by compliant representatives of SDA and HDZ from Goražde to Orašje, from USK to Neum, all with the help of hand-raising machines from supporting parties.
In the January continuation of the House of Peoples session, the Bill on Amendments to the Law on the Budget of the Federation of BiH was adopted, but without an amendment that would leave the decision on Mostar's budget to the Mostar City Council once it is constituted.
On the other hand, at the last session of the House of Representatives of the FBiH, the aforementioned amendment, proposed by representative Lana Prlić, was adopted.
And everyone thought that the difficult task would await the Parliamentary Commission for Harmonizing Differently Adopted Texts, but no, the old masters of political tricks are back in the game.
Therefore, it is not surprising that the Deputy Chairman of this Commission, Salko Zildžić, was surprised by Patria's call regarding the harmonization of the said law.
“The expert services have not contacted me. I think that now the vote on the same proposal is going again in the House of Representatives. But hey, when you find out, feel free to call,” says Zildžić.
Whether the SDA-HDZ plan was cleverly hidden or he genuinely didn't know will remain unknown to us.
Nor was member of this Commission, Azra Hadžić Bećirspahić, contacted.
Hadžić-Bećirspahić says that it is possible that the same proposal will be considered by the House of Representatives, but adds that she expects the Commission to do it anyway, and then propose the harmonized version to the houses of the FBiH Parliament.
However, in the notice about holding a new session of the House of Representatives of the FBiH, scheduled for January 26, the Proposal for Amendments to the Law on Budgets of the FBiH was on the proposed agenda as item 19, but under the description “Harmonization of the Proposal for Amendments to the Law on the Budget of the FBiH”.
What is the Commission for, then, if the House of Representatives of the FBiH will harmonize the texts of the laws.
The role of the Commission is clear: “The task of the Joint Commission is to submit to the houses a proposal for resolving disputed issues arising from differently adopted legal texts in the houses of the Parliament of Bosnia and Herzegovina, by harmonizing the disputed provisions of the law”.
But the problem for SDA and HDZ lies in the fact that this commission includes opposition members and those who do not blindly follow the policies of these two nationalist parties. And the decision must be unanimous.
In any case, Bakir Izetbegović and Dragan Čović continue to play with the destinies of Mostar and its citizens. It seems that Mostar suits them best as a case.
Perhaps that is why they are faithful repeaters of phrases about Tito and communism as terror, because they know that in that system, most SDA and HDZ officials would be serving life sentences, let alone the presidents.
