
Military property in the area of Han Pijesak, the Veliki Žep facility, has still not been registered to the state of Bosnia and Herzegovina. Despite the fact that the decision of the Appellate Panel of the Court of BiH from August this year is final, legally binding and enforceable, the authorities in Republika Srpska are obstructing its implementation in every possible way, writes the Patria News Agency.
The 30-day deadline given to the RS Administration for Geodetic and Property-Legal Affairs has long expired. In the meantime, the Legal Affairs Directorate of Republika Srpska has requested a review of the verdict, and the President of Republika Srpska, Milorad Dodik, has announced that an appeal will be filed with the Constitutional Court of BiH for a temporary measure, and that the National Assembly of Republika Srpska will declare itself on this issue. He also stated that he, as the President of Republika Srpska, will issue an order not to execute the registration of military property in Han Pijesak.
Just like in the case of the Constitutional Court of BiH's decision on January 9th, after which Dodik initiated and organized a referendum in RS on September 25th, the non-execution of the verdict on the registration of military property in Han Pijesak is also a criminal offense.
This week, General Curtis Scaparrotti, Commander of Allied Command Operations and U.S. European Command, warned about the acceleration of this process. During his talks with BiH officials, he specifically emphasized the issues of registering military property and adopting the BiH Defence Review document in order to activate the Membership Action Plan (MAP) as soon as possible.
These are the last two conditions that the NATO Alliance has set for the state, or rather, the authorities of Bosnia and Herzegovina. Despite the warnings, Dodik continues to obstruct the registration of property in Han Pijesak, thereby committing a criminal offense and blocking BiH's path to NATO.
There are 63 prospective military locations in BiH, and 22 are in the territory of RS. The Legal Affairs Directorate of BiH has requested RS to register several locations to the state.
