SDA's Proha Hires Against Rules at Sarajevo Forests - Kafedžić: Office Seeks Reactions and Solutions

(Patria) - Acting Director of Public Enterprise Sarajevo Forests Adnan Proha, according to well-informed sources in the company, signed indefinite employment contracts yesterday at 2 PM with nine engineers and the same type of contracts with 18 employees for various jobs. 

Our sources claim that Proha did not have the right to act this way and call on the authorities to react. 

We also contacted the relevant authorities, specifically the Head of the KS Office for Combating Corruption and Quality Management, Erduan Kafedžić, who confirmed to us that there are problems related to the hiring of new employees at Sarajevo Forests. 

“In December 2020, the company Sarajevo Forests published two calls for applications, one for indefinite employment for nine positions and the second for fixed-term employment for 18 positions. Since the Ministry of Economy requested the annulment of the calls in the meantime, the acting director of the company, Adnan Proha, concluded fixed-term contracts for all positions until the proceedings are concluded, in accordance with Article 5, Paragraph 2 of the KS Employment Regulation,” Kafedžić told Patria. 

However, according to his unverified information, Proha concluded the aforementioned contracts for indefinite employment. 

“That is the current situation, and we expect action from the Ministry. According to the Regulation, it is impossible for anyone else to annul the call for applications except the head of the company. If the Ministry of Economy does not take action, we will request the jurisdiction of the inspection services to intervene. Today, we approached the Government and initiated amendments to the Regulation to be more efficient, so that someone else can annul the call for applications, annul the decision, and that there are greater sanctions and responsibilities for the heads of companies. We are currently in a grey area where heads of companies can violate the Regulation, face minor sanctions, and continue as before,” Kafedžić explains. 

He concludes that “there are no sanctions even for a moratorium, and under the current legislation, you can neither annul a call for applications nor punish the heads of companies.” 

For the sake of objectivity, we also tried to contact the mentioned Proha. However, Proha did not answer our multiple calls. 

It is evident that SDA cadres have realized that the time for changes is approaching, so in the old SDA maneuver, they are trying to hire their loyalists and secure them permanent positions in public companies. 

The KS Government faces a serious task of establishing a system in which the heads of public enterprises will not be untouchable with a wide range of possibilities. 

It is time for inspection bodies to start acting equally towards public companies as they do towards private companies. 

Proha is too much for the shrinking budget pool.
