SARAJEVO, (Patria) - What is the Reform Program, which caused complete confusion in Bosnia and Herzegovina on Friday. The secret document, signed by the Presidency of Bosnia and Herzegovina, has been the subject of media speculation and backroom guessing and arguing for days.
The veil of secrecy around such a document created a real mystery. And a real mystery arose with its publication. Everyone read the document in their own way.
Some claimed it was the Annual National Program (ANP), others that it was not. But, few in either group have ever seen the ANP and its content, whether it was a foreign one or one of ours that did not go in its original form.
The Patria Agency presents a part of the first ANP that Montenegro sent to NATO.
It is worth comparing them and finding the differences. These differences could, with a high degree of accuracy, determine whether BiH's Reform Program is actually a modified ANP.
What is quite clear is that the differences between the Reform Program and Montenegro's first ANP are certainly contained in the sentence stating that Bosnia and Herzegovina is committed to improving relations with NATO, without prejudging the final decision on membership.
Also, the Reform Program defines that "a new decision of the Presidency and the Parliamentary Assembly of Bosnia and Herzegovina will be required to adopt a decision on BiH's membership in NATO".
In the end, NATO will decide whether the Program that BiH is sending is sufficient, and below you can see what the complete ANP looks like and compare it with what Bosnia and Herzegovina will send to Brussels.

You can see the tabular part of Montenegro's first ANP here.
