SARAJEVO, (Patria) – A letter has been delivered to the Minister of Security of BiH, Selma Cikotić, the Director of OSA, Osman Mehmedagić, the acting Director of the Federal Police Administration, Ensad Korman, and the Head of the Office for Combating Corruption and Quality Management, Erduan Kafedžić, and advisor in the Office, Erik Larson, revealing irregularities regarding the current recruitment of cadets into the Border Police of BiH, headed by Zoran Galić.
Some time ago, another letter was sent and forwarded to the then Minister of Security of BiH, Selma Cikotić. However, it is evident that no actions have been taken to prevent illegal activities within the Border Police of BiH.
In the new letter, the authors state that the previous letter "leaked and reached Zoran Galić," who then held a collegium meeting demanding that the recruitment be conducted in accordance with the law. However, as stated, this was merely a facade to distance Galić from illegal actions.
The letter explicitly lists all the dubious actions of the cadet recruitment commission, and the authors demand that the authorities take steps to prevent such conduct.
For the recruitment of cadets, Galić appointed a commission consisting of I.S., R.R., and Đ.K. A special subcommittee was formed to physically test candidates, comprising 15 members (10 Croats, two Bosniaks, two Serbs, and one from the Others category). Most members of this commission are from the JGP Gorica, where commission member I.S. is the commander.
"Cadet recruitment is carried out exclusively according to a pre-made list. Cadets who achieved a low score on the written test must be given a higher score on the physical test to place them above others. While cadets who were physically prepared and capable of achieving high scores on the physical test were given lower scores than they were capable of achieving, so as not to be at the top of the list and to allow candidates from the pre-prepared list to pass," state the letter's authors, who are well-informed about this process within the Border Police of BiH.
Among the candidates who must pass are the children of certain employees of the Border Police of BiH.
The letter warns that in some cases, the "rigging" of scores in the physical test was so obvious that excellent candidates were eliminated simply because they did not have "connections.".
Furthermore, those to whom the letter was addressed were asked to verify the actual physical fitness of candidates J.L., son of Border Police BiH employee S.L., as well as M.K., son of another employee D.K. Verification is also requested for S.K., A.T., S.V., and M.O., who is the son of employee A.O..
"What are those who have no connections supposed to do? It means they come in vain for the umpteenth time and try to pass, even though they are prepared, both theoretically and physically, but they cannot pass because they are not on the list."
The authors of the letter request Minister Cikotić to form a commission to investigate these allegations and put an end to the established criminal activity during the recruitment of cadets.
Interestingly, the letter states that the complaint is not being sent to the BiH Prosecutor's Office, headed by the not-yet-finalized dismissed chief prosecutor Gordana Tadić, because all previous complaints against Galić ended up in drawers without prosecution. And there are complaints for various criminal offenses, several of which relate to cadet recruitment.
