Premier World Sport: Tax decision from Vogošća to Čitluk took over two years to travel

The Municipality of Vogošća issued a decision at the end of 2014 obligating the sports betting company Premier World Sport d.o.o. Čitluk to pay taxes based on utility fees for prominent signage, but the decision reached the company's address more than two years late, writes Patria.

- We were initially taken aback because the Decision arrived on 30.1.2017, while it was made on 17.10.2014. So, although the drive from Vogošća to Čitluk takes less than two hours by car, the Decision took two years, three months, and 12 days to reach us - say Premier World Sport. They state that this is further proof that despite the enormous bureaucracy in BiH, it is sluggish and not very efficient.

- Even more unbelievable is that the Decision assessed a utility fee of zero KM for three payment points. To make the whole thing even stranger, the Decision states that if we do not pay the zero KM amount within the prescribed period, we are threatened with a 4 percent interest for each day of delay - add Premier World Sport.

- The Decision imposed an interest rate of four percent for each day of delay. However, the Law on the Interest Rate of Default Interest on Unpaid Debts stipulates that the interest rate for unpaid public revenues is 0.04 percent. This means that the Vogošća Tax Office, contrary to the law, unilaterally increased the interest rate by as much as 100 times - believe Premier World Sport. They also add that the disputed Decision should not have been made at all.

- The Federal Ministry of Finance annulled the Decision of the Vogošća Tax Office on 15.10.2014 and concluded that the Decision was final. However, just two days later, on 17.10.2014, the Vogošća Tax Office ignored the finality of the Federal Ministry of Finance's Decision and, in a renewed procedure, issued a Decision again, and then, presumably, put it away somewhere in a drawer and delivered it to us only today, with all the illogicalities contained within it - emphasize Premier World Sport.

They state that the entire case is not just a simple administrative oversight, but also contains elements of a criminal offense.

- The Vogošća Tax Office did not respect the Decision of the Federal Ministry of Finance but initiated a renewed procedure, which it should not have done because the Decision of the Federal Ministry of Finance was final. Furthermore, they delivered this new, illegal Decision to us with a delay of more than two years, and it assessed a ridiculous amount of zero KM and an illegal interest rate of 4 percent... All of this constitutes elements of "negligent work in office," for which the Criminal Code of the Federation of BiH prescribes fines or prison sentences of up to five years - state Premier World Sport, reports NAP.
