House of Representatives of the FBiH supports the 2022 Budget Proposal, the House of Peoples next

SARAJEVO, (Patria) - The House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina today supported the 2022 Budget Proposal. 

52 representatives voted in favour of the budget, 24 were against, and five abstained.

After individual voting, there were 59 votes in favour, two abstentions, and 27 against. 

The budget of the Federation of Bosnia and Herzegovina for 2022 is proposed in the amount of 5,597,618,777 BAM and is 2 percent higher than the Budget of the Federation of Bosnia and Herzegovina for 2021, i.e., by 116.4 million BAM. 

For the budget to become operational, it also needs to be adopted by the House of Peoples of this parliament. 

The Government of the FBiH has established amendments to the proposed FBiH budget for 2022: 

In the budget proposal, under section 16 Federal Ministry of Finance - capital transfers - Japanese grant, reduce by 3 million BAM and redirect to capital transfers to cantons and municipalities.
In the budget proposal, from the position of the Federal Ministry of Finance - capital transfers - Japanese grant, reduce by 300,000 BAM and redirect those funds to cultural and artistic institutions of significance for BiH. 

The Government rejected amendments by Lana Prlić, the PDA Club, and Jasmina Zubić, which the representatives subsequently rejected. Four amendments from the People and Justice Club were rejected by the Government of the FBiH. This club requested that the House of Representatives decide on the first two amendments. They were also rejected at the session of the House of Representatives. The Government did not accept the amendment by Husein Rošić and Asim Kamber, and Rošić and Kamber accepted the Government's explanation. The Government of the FBiH did not accept the amendment by Edita Mazić, and she also accepted the explanation of the Government of the FBiH. The Government of the FBiH did not accept two amendments from the HDZ Club, and they also accepted the Government's reasoning. Representatives Prlić, Nasiha Pozder, and Amer Obradović proposed three amendments, which the Government rejected, and the first amendment was also rejected by the representatives. 

The Government also did not accept seven amendments from the State Coalition Club, from where they requested the House to decide on amendments 1, 4, and 5. The House of Representatives also rejected them. 

The Naša Stranka Club submitted 27 amendments, the Government of the FBiH did not accept any. The Club requested the House to decide on amendments 3, 6, 9, 18, and 22. The House of Representatives also rejected them. 

During the voting on the amendments of the Naša Stranka Club, members of this club recorded the voting, to which Dževad Adžem reacted and accused them of unauthorized recording, which in his opinion violates the Rules of Procedure. The Chairperson, Mirsad Zaimović, stated that this would be checked for future sessions. 

The Government of the FBiH also did not accept the amendment by Irfan Čengić, who said that the Government's explanation made no sense and requested that the House of Representatives decide. The outcome was the same, as there were not enough votes from representatives to adopt the amendment. The amendments by Tahir Nuhić met the same fate.

The Government of the FBiH accepted the amendment by Ankica Kolar Jurčević, as well as two amendments from the SDA and HDZ, and they become an integral part of the budget. 

The DF Club proposed a conclusion to adopt a decision redirecting 20 percent of the funds allocated to cantons to agriculture. The proposal did not receive a majority even after individual voting. 

Another conclusion stipulated that 10 percent of the 200 million BAM planned for cantons be transferred for the purpose of preventive health protection against malignant diseases. This conclusion also did not receive support in the electronic vote, so individual voting was conducted, after which the conclusion received a majority.

Irfan Čengić proposed a conclusion on allocating funds for the construction of a museum for the 505th Viteška Brigade of the Army of BiH, a project of the Bužim Municipality. This proposal received the necessary majority. 

A proposal for a conclusion by the Democratic Front obliging the Government of the FBiH to take on debt by issuing treasury bills in the amount of 200 million BAM and direct those funds to cantons for resolving social issues. 

A proposal for a conclusion to ensure aid for the most vulnerable categories due to inflation, which came from the SDA and HDZ BiH, but this proposal did not receive a majority in the electronic vote. It did, however, receive support after individual voting. 

The Government of the FBiH did not accept 17 amendments to the Proposal for the Law on the Execution of the Budget of the Federation of BiH for 2022. 

The other amendments were also rejected. 

The Government of the FBiH submitted an amendment concerning three academies of sciences and arts, and they become part of the Proposal for the Law on the Execution of the Budget of the Federation of BiH for 2022, which the House of Representatives supported on Monday evening. 

The Proposal for the Law on Amendments and Supplements to the Law on Budgets in the Federation of BiH also received support.

The session was then adjourned, with the continuation scheduled for Tuesday at 10:00 AM.
