(Patria) - The House of Representatives of the BiH PA, with 27 votes, voted against the Opinion of the Committee on Finance and Budget regarding the Bill on Salaries and Allowances in the Institutions of Bosnia and Herzegovina, proposed by Šerif Špago.
As stated by the Speaker of the House of Representatives of the BiH PA, Denis Zvizdić, given that the Committee's Opinion was not accepted, the Committee is instructed to prepare a new Opinion.
In the explanation, the proposer of the aforementioned law clarified that the proposed law is submitted in order to balance salaries for budget users. Špago explained that it concerns an amendment to one article of the Law, which determines the base salary.
He explained that the reasons for adopting the law are primarily contained in the fact that in the procedure for adopting the budget of BiH institutions for 2023, an increase in the salary base from 535 KM to 630 KM is foreseen, and that he is aware that this is not a systemic solution.
- Considering the way salaries are determined in institutions, this increase in the base would lead to a disproportionate increase in salaries for employees. For example, employees with the lowest coefficient would see an increase of about 114 KM, while for officials, i.e., members of the Presidency of BiH with a coefficient of 10, the increase would be around 950 KM - stated Špago.
The House of Representatives adopted the Report of the Joint Committee of both houses on harmonizing the text of the Law on Amendments to the Law on Excise Duties in Bosnia and Herzegovina.
If the House of Peoples of the BiH PA also adopts this Report, the Law on Amendments to the Law on Excise Duties in Bosnia and Herzegovina will be considered adopted.
