Legal Battle: Zoran Andrić Still Assistant Minister of Transport and Communications Despite Court Rulings!

The Civil Service Agency of BiH informed Snježana Ivković on January 13, 2011, that Zoran Andrić (HDZ) had been appointed Assistant Minister of the Ministry of Transport and Communications of BiH, even though she was first on the list of candidates based on points scored in written and oral tests. Her legal battle has been ongoing since then, and the Court of BiH has twice ruled that the entire procedure be repeated. However, the Ministry of Communications refused to hire Ivković, and Andrić continues to work even though the Court of BiH has ruled that his signature is invalid, reports the Patria news agency.

The last such ruling was made in January of this year, and the Civil Service Agency sent a letter to Snježana Ivković's lawyer, Predrag Herbez, on February 25.

Herbez confirmed to Patria that the letter had arrived but, due to business commitments abroad, he had not yet read it in detail.

- The Ministry has previously provided very strange explanations as to why Ivković would not be hired, and it remains for us to seek justice in court again. However, it is all losing its meaning, as no one respects the rulings anymore – Herbez stated.

In this entire case, there was a procedural violation during the appointment process, making the Ministry's decision illegal and legally unsustainable. However, the legal fight has never ended, and Andrić has been working unimpeded since 2010!?

The justification for the appointment decision never stated any reasonable and valid reason why Andrić was appointed to this position, and whispers about possible consequences are becoming louder in this ministry.

- How is it possible for a person to work for so many years while a court case is ongoing? He has signed many things, various acts and agreements, and what if everything turns out to be void in the end? – says our source from the Ministry of Transport and Communications.

The decision appointing Andrić as Assistant Minister was issued on December 30, 2010, and Ivković filed an appeal against this decision on January 20, 2011.

The Civil Service Agency of BiH stated that Snježana Ivković is on the reserve list, which is valid until the selected candidate, Zoran Andrić, completes his probationary period, i.e., 12 months from his appointment.

Andrić has clearly passed his probationary period and is currently performing the duties of Assistant Minister in the transport sector. Among other things, he performs tasks related to the preparation and implementation of regulations concerning the establishment and functioning of international and inter-entity road, rail, air, and pipeline transport. He also participates in the preparation and monitors the implementation of bilateral agreements with all countries with which there is a common interest in bilateral transport of goods and passengers.
