(Patria) - Out of a total of 225 million KM for the three-year healthcare assistance program in the Federation of BiH, the FBiH Government at today's session approved the distribution of 75 million KM from the federal budget for this year to institutions founded by the Federation, such as university clinical hospitals, as well as general and cantonal hospitals in the FBiH.
These are current transfers to other levels of government and funds for the rehabilitation of healthcare institutions in the Federation, as determined by the federal budget for 2022.
Today's government decision represents strong support for the rehabilitation of public healthcare institutions in the FBiH, which bore the brunt of the coronavirus pandemic and urgently need recovery to improve the quality of their services to patients. Therefore, the Law on Financial Consolidation and Restructuring of Public Healthcare Institutions in the Federation of BiH was recently adopted at the Government's proposal.

The remaining 150 million KM provided for by the Consolidation Law will be received by these institutions in the next two years from the FBiH budget.
As explained by the Federal Ministry of Health, the purpose of the program is to achieve liquidity and solvency of public healthcare institutions, strengthen responsibility in risk management in their operations, introduce new healthcare technologies, modernization, capacity expansion, as well as increase the quality and efficiency in providing healthcare services.
The Federal Ministry of Health will, no later than 15 days from the entry into force of today's Government decision, conclude agreements with the beneficiaries on the allocation of funds for this transfer, deadlines, conditions of use, and methods of control over the spending of funds, as well as the obligation to return funds in case of misuse. The payment dynamics are quarterly. Healthcare institutions are obliged to report quarterly to the Federal Ministry of Health on the intended use of funds, i.e., on the implementation of the Financial Consolidation and Restructuring Program. The FBiH Government, at the proposal of the Federal Ministry of Health, will also appoint a commission for monitoring and supervising the spending of funds and the implementation of this program.
Furthermore, the Government reiterated its commitment, on the occasion of the adoption of this program, to bring healthcare institutions in the FBiH to a state where they can operate in the best interest of patients and provide necessary services and therapies in the most efficient way, and to implement further reforms to improve the overall healthcare system in the Federation, writes Fena.
