Hadžići Municipality: No one is held accountable for failed investments, while non-party members are punished

Before the war, the Unified Municipal Administration, along with the People's and Territorial Defense, Court, Tax Administration, and other services, employed around 70 officials in Hadžići. According to the 1991 census, Hadžići had a population of 24,000. Today, according to the Rulebook, more than 90 officials work in the Unified Municipal Administration alone. According to the 2013 census, Hadžići had a population of 24,979, the Hadžići Municipal Board of SDP announced, reports Patria.

INFLATED ADMINISTRATION

The population has increased only slightly compared to before the war, while the administration has more than doubled. We dare not even calculate how many employees the municipal administration would have today if the Court, Tax Administration, and other services were included.

Before the war, more than 6,500 workers were employed in Hadžići, and the economy was booming, while today major giants like DI "Bjelašnica", GP "Ingrap", and other collectives have been destroyed. In "Bjelašnica" and "Ingrap" alone, as many as 1,200 jobs have been lost. We ask ourselves why we need such a large administration?

Although the hiring of new officials is prohibited by the decision of higher bodies of the Federation and the KS Assembly, this, like many other things, is just dead letter on paper. The Mayor of Hadžići Municipality announces competitions again this year, hiring new employees. Because elections are coming, promised jobs need to be fulfilled... The administration needs to be further inflated.

"ALL THESE WATERS CAN'T WASH IT AWAY, YOU'RE NOT A PARTY MEMBER"

Of course, these are only SDA cadres, and the announced competitions are a mere formality. This is also evidenced by the public statement of a young woman, who was told by responsible persons in the Hadžići Municipality, after her voluntary work period ended, about her chances of being hired through the announced competition.

We quote: "Everything is fine, educational background, knowledge, diligence, discipline at work, but you have one stain that you can't easily wash away, because you are not a party member... the ruling one, SDA of course. (The young woman was a member of BPS "Sefer Halilović").

The girl informed the media about the main condition for getting a job in the Hadžići Municipality. The FBiH Civil Service Agency was also aware of all this. It is unnecessary to say that it all ended there.

Mayor Hamdo Ejubović changes the Rulebook on the systematization of jobs even when he needed to hire his advisor for information. Although a person with as much as 35 years of service worked in information affairs in the Hadžići Municipality.

FOR THE COLUMN "BELIEVE IT OR NOT"

In order to get rid of Remzija Balić, a former employee with over 35 years of service, who is not a party member, the Mayor of Hadžići Municipality, Hamdo Ejubović (SDA), in the same year 2012, when he hired a new employee, gave the former civil servant in information affairs an evaluation of "unsatisfactory 1", and did the same the following year, 2013. Due to two consecutive negative evaluations, Mayor Ejubović also dismissed him.

It is interesting to note that in the last ten years, Remzija Balić had high evaluations - successful. Even more interesting is the fact that he received a salary increase in 2012, when the mayor gave him an evaluation of "unsatisfactory 1".

He rewarded the man with a five percent salary increase, and for that year gave him an evaluation of "unsatisfactory 1". Such a fact, as we have heard from lawyers, has not been recorded, and would be worthy of the "Believe it or not" column.

In the mentioned two years, 2012 and 2013, when he received negative evaluations, Balić, as we read in the press, was not late for work even for a minute, had no sanctions, nor anything else. Even more so, as seen in the Decision, in 2012 he even received a five percent salary increase. The conduct of the authorities is truly more than strange. All this speaks of their arrogance, that they can do whatever they want, that they are above the law, because, unfortunately, they are in power.

Mayor Ejubović assigned information tasks to individuals who were not employed at all, which is contrary to the law, and if there were a legal state, he would have to answer for it.

Immediately after the advisor for information was hired, the rulebook on job descriptions and tasks was suspended for Balić, and he was forbidden in writing from attending Municipal Council sessions. The internet was disconnected for him in the Municipal building, and all of this was even delivered to him in writing. It's unbelievable.

Since then, as his supervisor wrote in a letter, Balić could only collect materials for the Newsletter like a first-year journalism student. However, he wasn't even allowed to do that. They wanted to punish their civil servant in this way, to humiliate him, to show him how they treat those who are not members of their party.

THREATS FOR THE TRUTH ABOUT WAR CRIMES

Before the publication of the book "Six Hellish Camps", which, according to the review by the Institute for Research of Crimes and International Law of the University of Sarajevo, is an indictment for crimes in the Hadžići Municipality area, Balić received anonymous letters warning him not to publish it.

He was threatened with being transferred to another job outside the Municipal building, fired, and facing other consequences that would affect him for the rest of his life. Although the mentioned book was completed back in 2008, the Municipality refused to help finance it, and Balić published the book in 2012 with his own funds, when, as he says, his great hell began.

Before Balić, the Hadžići Municipality financed the book "Witnesses of Truth" by Vahid Alađuz, according to which civilians and POWs died as members of the territorial defense, which served as the best defense for the other side during trials. Although a conclusion was reached at the Municipal Council to correct all errors and print a new edition, this has not been done to this day because, as stated in the answer to the eternal question, there is no money for it. Alađuz has received tens of thousands of marks for his work so far, while Balić is being punished for the truth about the suffering of POWs, and the Municipality refuses to help publish the book that tells the truth about the suffering of the citizens of Hadžići.

MOBBING OF "EMPTY CHAIRS"

As can be seen from the attached documentation, Balić could only come to work, which is confirmed by his letter to his supervisor, stating that he has been sitting idle for months and begging his superior to give him anything to do, because sitting and the mobbing of "empty chairs" is the worst kind of mobbing.

The Municipal Newsletter, as seen from the imprint, contrary to all laws, especially the law on civil service, was prepared by others who are not employees of the Municipality.

The imprint of Newsletter No. 22 states that, in addition to Adnan Čolo, an employee of the Hadžići Municipality, the newsletter was prepared by Amar Helač (son of an SDA activist, who is not employed by the Hadžići Municipality at all, which is contrary to the law). Under the photo section in the newsletter's imprint, Mehmed Skopjak, who is also not an employee of the Hadžići Municipality, and Ejub Šehić, president of the trade union of the administration bodies, employed in Civil Protection, who has a metalworking trade (vocational school), are also listed.

The imprint of Newsletter No. 23, in addition to Čolo, an employee of the Municipality, states that the Newsletter was prepared by Amir Izmirlija, who also does not work in the Hadžići Municipality, and so on.

In this regard, the SDP has also formally expressed its protest against such a working method of the responsible persons in the Hadžići Municipality and has given Balić support to resolve the dispute through legal channels.

With such conduct, the Mayor of Hadžići Municipality has sent a clear message to all employees that they must also break the law if they are asked to do so, because they will face Balić's fate.

NUMEROUS ILLEGALITIES FOR WHICH NO ONE IS HELD ACCOUNTABLE

Last year, competent services submitted to the councilors a Decision on the sale of state land and forest in Vilovac, Tarčin, although the materials for the Municipal Council session did not include the consent and approval of the relevant ministry, JKP Sarajevo – Šume", and other consents. Unfortunately, the decision to sell land to Arabs was adopted by a majority vote.

While inspectors were demolishing sheds and chicken coops in the villages, they allowed illegal construction of facilities in the Zujevina river, contrary to the regulatory plan. Later, this was legalized at the Council by changing the regulatory plan. The then construction inspectors were quickly rewarded as advisors to Mayor Hamdo Ejubović. In the center of Hadžići, contrary to the regulatory plan, public debate, Municipal Council decision, and other binding decisions, a gas station and car wash were built between the two largest residential buildings.

In their public statement last year, we demanded that the municipal officials pay from their own pockets, not from the Budget using citizens' funds, for the lost lawsuit regarding the illegal expropriation of land from the citizens of Donji Hadžići and the procedural costs amounting to 400,000 KM.

We also sought an answer as to why citizens and councilors were deceived when Mayor Ejubović promised that a Cultural Center, which this municipality desperately needs, would be built on the site of the former Workers' Home. Instead of a Cultural Center, a residential and commercial building was constructed. The mayor's promise that the investor of the residential and commercial building would illegally build a Multimedia Hall was just another empty promise.

There are many failed investments, such as the construction of a facility below the sports field next to the elementary school.

And today, it is still unclear to us how the wasteland and landfill of DI Bjelašnica was bought for as much as 5.3 million, which was operating at full capacity. Why did the Mayor of the Municipality, in the materials for the Municipal Council session, write that the KS would pay 1.5 million for it, only to sign an agreement with the Bank the day after the session, stating that the Municipality would pay the entire amount, thus deceiving both the citizens and the councilors once again - states SDP.
