Money for agricultural subsidies must be returned by all who did not qualify for it

The Federal Government decided at today's session that agricultural subsidies for export-oriented production will be paid according to realistically achievable deadlines, reports the Patria News Agency.

The Government was previously informed of the Final Report of the Federal Administration for Inspection Affairs on the conducted inspections of 48 entities from the FBiH territory that applied for subsidies, in connection with the Government's conclusion of 13.11.2014.

The Federal Ministry of Agriculture, Water Management and Forestry and the Federal Ministry of Finance are tasked, each within their jurisdiction, to take the necessary actions to disburse financial resources in accordance with the decisions of the Federal Ministry of Agriculture, Water Management and Forestry to entities for which no irregularities were found that would contest the right to financial support.

These two ministries are obliged, each within their jurisdiction, to take the necessary actions to recover the support already granted to entities for which the inspection found that the conditions were not met, and to take the necessary actions to suspend the payment of subsidies for which funds exceeding 50,000 KM are foreseen, until the inspection procedure of the Federal Administration for Inspection Affairs is completed.

The Federal Ministry of Agriculture, Water Management and Forestry is tasked to, based on the rural development modality provided for by the Rulebook and the Public Call, engage another court expert who should conduct a subsequent expert examination and issue a new opinion regarding cases where federal agricultural inspectors have identified irregularities.

Also, this ministry is tasked to initiate procedures and carry out all legally prescribed actions after the final opinion of the second court expert is prepared.

The Federal Administration for Inspection Affairs is tasked to conduct subsequent controls of entities that have been approved for financial support in accordance with the 2014 Subsidy Program exceeding 50,000 KM under this Public Call for the capital investments model, and which were not on the list for control submitted by the Federal Ministry of Agriculture, Water Management and Forestry.

The Federal Ministry of Agriculture, Water Management and Forestry is obliged to immediately commence procedures for adopting new regulations regarding the conditions for obtaining financial support, taking into account the provisions of the Law on Agricultural Land, the Law on Seeds and Planting Material of Agricultural Crops, the Law on Plant Health Protection, the Law on Construction, and other valid regulations, and to provide for a more efficient model for proving and verifying the value of investments when prescribing conditions for obtaining financial support.

The Federal Ministry of Agriculture, Water Management and Forestry and the Federal Ministry of Finance are obliged, each within their jurisdiction, to take the necessary actions to disburse the financial resources of the approved financial support for

the beneficiary "Agroherc" d.o.o. Čapljina, and the Federal Administration for Inspection Affairs to conduct subsequent checks after the completion of the procedure following the published Public Call and

the conclusion of land lease agreements by "Agroherc" d.o.o. Čapljina.

The Federal Ministry for Veterans and Disabled Veterans of the Defense-Liberation War is tasked to provide the Federal Administration for Inspection Affairs with data on disputed cases related to livestock subsidies, and the Federal Administration for Inspection Affairs to plan and carry out inspections based on the received data, and to inform cantonal inspection authorities accordingly for the purpose of possible joint inspection activities.

Cantonal Administrations for Inspection Affairs have been proposed to participate in conducting inspections related to financial support, in addition to the federal agricultural inspection, it was announced from the FBiH Government.
