Nikšić's futile justification that the 'ruling' from the Guidelines is not Ljubić: It's going 'legitimately' to the BiH Presidency too!

Osmorka (now six-party coalition) SNSD and HDZ agreed in the signed Guidelines by which they will govern at the state level, that within six months they will change the BiH Constitution and the BiH Election Law. 
This part mentions a ruling of the BiH Constitutional Court, and such a ruling does not exist when it comes to the election of members of the BiH Presidency, so it was assumed that the Ljubić ruling was meant, even though High Representative Christian Schmidt himself said that it was implemented by his impositions on October 2nd.

True, Nermin Nikšić once tried to defend himself as a guest on Face TV, saying that perhaps it was about the 'Komšić ruling', and today that soap bubble has burst!

HNS BiH announced that it will remain committed to the process of constitutional reform and amendments to the BiH Election Law in accordance with the overarching principles of the Dayton Agreement and the BiH Constitution, the ruling of the Constitutional Court in case U-23/14 ("Ljubić") and all rulings of the European Court of Human Rights, which will ensure the equal rights of the three constituent peoples - Bosniaks, Croats, and Serbs - and all other citizens in BiH.

Limited changes to the BiH Constitution and amendments to the BiH Election Law must ensure the legitimate political representation and equal rights of all three constituent peoples at all administrative-political levels in BiH, in bodies and institutions constitutionally intended for the legitimate democratic representation of the constituent peoples, HNS stated.

It has thus been shown that the public, at least the part that criticized the Guidelines, understood completely correctly that HDZ has not abandoned the implementation of the Komšić ruling at the Presidency level, and that Nikšić's explanation that the Ljubić ruling was meant is just throwing dust in the public's eyes.

Dženan Đonlagić, delegate in the House of Peoples of the BiH PA, commented on this topic.

“Čović used "Osmorka" to incorporate it into the HNS declaration! Čović today started implementing the Agreement previously signed with "Osmorka". The content of the declaration adopted by HNS fully corresponds to the content of the Agreement signed between HDZ and "Osmorka". If they remain silent on this, they agree!”, stated Đonlagić.
