The Government of Republika Srpska recently transferred ownership of 300,000 square meters of land at the Putnikovo Brdo site, which is state property of BiH. Actually, it concerns immovable military property of the former JNA on the territory of BiH, i.e., state property of our country, of the former Putnikovo Brdo shooting range facilities in Doboj.
The Mayor of Doboj, Boris Jerinić, stated that it is also planned to relocate the Penitentiary Institution to the location.
Given that it is property under a ban, the question arises as to who will finance this project.
“Regarding your question about the financing of the project to relocate the Doboj Penitentiary Institution, we inform you that, although there is an objective and real need for the relocation of the Doboj Penitentiary Institution from the narrow city center, especially for security reasons, the project has not been developed, and we currently do not have information on how the financial structure of the project in question would be closed,” the Government of Republika Srpska told Patria.
Therefore, the ultimate exclusive goal was the illegal registration of state property without the project even being developed, which should be urgently investigated by the BiH Prosecutor's Office, which has so far remained deaf and blind to the obvious violation of the BiH Constitutional Court's rulings.
However, as sources from the European Union reveal to Patria, all projects they finance, which are implemented on state land, will be suspended, and their financing will be halted, so the construction of the prison in Doboj will also have to wait.
Incidentally, this registration of property at Putnikovo brdo is the first case of registering state property to a local community after Schmidt suspended the Law on Immovable Property of Republika Srpska. However, the Prosecutor's Office has not yet made a statement.
However, the President of Republika Srpska, Milorad Dodik, regularly makes statements, saying that this entity will do everything to return all property under its jurisdiction through a new law on immovable property.
“We will not share our property with Bosnia and Herzegovina. This is a matter on which Bosnia and Herzegovina will either exist or not,” Dodik said.
Incidentally, attention has been drawn to the improper registration of state property for years.
Property is registered to Republika Srpska and local communities in the Federation of Bosnia and Herzegovina. Examples include Mostar, Neum, Grude, Čapljina...
All of this is a violation of ruling U1/11, which unequivocally established that Bosnia and Herzegovina is the owner of the property of the state of Bosnia and Herzegovina, as well as the holder of the rights and obligations to regulate this issue.
