Nekić: Prosecution and SIPA have known about the crime in IDEEA since May

The large scandal involving the printing of ID cards and driver's licenses, worth 104 million marks, was uncovered by auditors from the BiH Audit Office, specifically Dževad Nekić, Deputy Auditor General who gave a dissenting opinion for the Agency for Identification Documents, Registers and Data Exchange of BiH (IDEEA), stating it was negative because he did not want to accept the qualified opinion they received in the end, reports the Patria news agency.

As Nekić stated for the BiH news agency Patria, a letter containing all irregularities regarding the illegal contract worth 104 million KM for the procurement of ID cards and driver's licenses, concluded with the company „Milbauer“, was submitted to the BiH Prosecutor's Office and the State Investigation and Protection Agency (SIPA) back in May.

- Based on the established findings, and in accordance with the Law on Audit, we submitted a letter to the competent law enforcement agencies in May, informing them that we have determined significant irregularities, i.e., violations of the law in the procedure for selecting a supplier for printing ID cards and driver's licenses – says Nekić, adding that this process involved negotiated, rather than agreed-upon, procedures.

He added that the entire process is rife with irregularities where BiH's Sanaders could easily be found.

- I gave a dissenting opinion, and I base it on the facts we established in the findings, considering the significant financial resources involved. One larger contract is Corridor Vc. The value of the contract is 104 million over ten years with advance payment. Well, that is something that the law does not recognize at all. I gave my dissenting opinion. The Auditor General did not allow my dissenting opinion to be published on the website – says Nekić.

Nekić's dissenting opinion states, among other things, that the Agency conducted a negotiated procedure without a prior notice, which is the least transparent and competitive procedure and can only be used in exceptionally rare cases.

- The harmfulness of the contract is reflected, among other things, in the fact that the contract defines minimum annual quantities of documents that the Agency is obliged to purchase regardless of the actual need for documents. The supplier has the right to request advance payment of 30 percent of the minimum annual quantity of documents for one year – the dissenting opinion states.

- Things should be called by their proper names, and then our results will have an impact. Isn't all of this a crime? – said Nekić.

We remind you that yesterday, SDS MP in the Parliament of Bosnia and Herzegovina, Aleksandra Pandurević, warned about this case, linking it to Milorad Dodik and Zlatko Lagumdžija.

She points out that the harmful contract was concluded between IDEEA and the company „Milbauer“, signed by its director Danilo Petrović, the son-in-law of Nebojša Radmanović. She also claims that both Dodik and Lagumdžija are financially connected to this company through their relatives and friends.
