Our Party: Federal Majority Complicit in Financial Crime of the City Administration of Mostar

From Our Party Mostar, they stated that they are disappointed with the decision of the Parliament of the Federation of Bosnia and Herzegovina, which approved the financing of the City of Mostar for 2017 as well. 

Mostar is the only city in BiH where local elections have not been held for five years. The last elections were held in 2008. The elections in 2012, as well as those in 2016, were not held. The Constitutional Court of BiH earlier ordered that the authorities must amend the Election Law of BiH in the part related to elections in Mostar, and since the authorities have not done so to date, the citizens of Mostar have been denied the right to local elections. The city budget will be managed for the fifth year by HDZ mayor Ljubo Bešlić, based on a 'temporary decision of the Parliament of the FBiH'.

- The Parliament has once again positioned itself as an assistant and accomplice in the financial crime that has been occurring under the auspices of the City Administration in recent years. The Parliament's decision is contrary not only to the will and interests of citizens but also to the negative findings of the special audit of the operations of the City Administration of Mostar, which the same Parliament initiated and about whose results it was informed - said Tarik Tanović, Vice President of the City Board of Our Party in Mostar, NAP reports.

The Office for Audit of Institutions of the FBiH recently discovered that the financial report of the City of Mostar does not present a true and fair view of the assets and liabilities of the City of Mostar as of December 31, 2015, nor does it present a true and fair view of operations or the cash flow of the City. 

The auditors state that the fixed assets and sources of fixed assets of the City of Mostar, as of December 31, 2015, are not reconciled by as much as 17,454,310 KM.

Short-term receivables reported as of December 31, 2015, in the amount of 22,323,402 KM are also not realistically stated, because for certain receivables there is no documentation.

The allocation of grants to non-profit organizations in the amount of 421,084 KM was not based on measurable criteria for the allocation of current grants to citizens' associations, in order to ensure transparency in the spending of public funds.

The auditors also stated in the report that in 2015, service contracts were concluded in the amount of 103,854 KM (gross 122,547 KM), for tasks that are mostly defined by the Rulebook on Internal Organization and Job Classification and represent regular tasks of employees, such as: accounting tasks, tasks of the mayor's advisor for finance, tasks of providing legal and professional services to former combatants, and tasks performed by firefighters.

From Our Party, they recently proposed that the Federal Parliament not approve the financing of the City of Mostar in 2017, which would put pressure on the ruling parties to find a solution for Mostar as soon as possible, but such a proposal was not adopted by the Parliament, NAP reports.
