In Sarajevo, the urgent session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina continued, discussing the Information of the Council of Ministers of BiH on the Decision on adopting the Unified Data Processing Program of the 2013 census of population, households and dwellings in BiH, which was adopted by the Director of the Agency for Statistics of BiH, Velimir Jukić, Patria reports.
The session was also attended by SNSD deputies who boycotted the regular session held today, because they demanded that the urgent session be held first, and only then the regular one.
Dušanka Majkić, an SNSD deputy, said that this session should have been held before the regular one, because perhaps the outcome would have been different.
- I am saddened to see two ministers here. This is not seen even in Africa, for the executive authority to behave like this. I cannot believe that the Council of Ministers, without a single word, literally copying the text of the Agency for Statistics, feels no responsibility to say a word about it - Majkić pointed out.
She added that the Council of Ministers is the body that appoints the director of the Agency, they signed the Memorandum with the IMO...
- All of this is a reason for the Council of Ministers to have something to say. I will easily prove that the director of the Agency did not act in accordance with the law when the unified data processing methodology was published - Majkić said.
The SNSD deputy emphasized that invoking the RS Law on the Census cannot be a legal framework for publishing the methodology.
Majkić chronologically recalled all meetings and agreements and wondered whether there was any pressure, especially referring to the date when Velimir Jukić, the director of the Agency, gave a statement in the Prosecutor's Office of BiH.
Majkić proposed conclusions, namely that the Council of Ministers should declare itself on Jukić's procedure, that the Agency should propose a harmonized processing program with the entity institutes, and that the deadline for publishing the Census results should be extended.
Aleksandra Pandurević, an SDS deputy, wondered what could have happened in one day for Jukić to make a decision. She also called on colleagues in Parliament to urge Jukić to withdraw this decision.
- The decision on the establishment of the Agency is deliberately and knowingly ignored, which does not state that the director is the Agency. All decisions must be made by consensus of the director and his two deputies - Pandurević emphasized, adding that they will file objections with the courts.
She added that a crisis has arisen and that Jukić, if he could not withstand the pressure, should have resigned.
We recall, the Agency for Statistics of BiH, i.e., director Velimir Jukić, signed on May 18 the decision on the unified data processing program of the 2013 census of population in BiH. With this decision, the disputed 196,000 census forms remain as residents, which is actually what bothers them the most.
At the same time, the deputy director of the Agency for Statistics, Miljan Popić, expressed disagreement with the decision on the unified data processing program of the population census, and stated that they were not adopted and that during data processing, none of the requests of the Institute of Statistics of the Republika Srpska will be applied.
