A press release from the Public Relations Service of UKCS stated that Prof. Dr. Reuf Karabeg decided to resign on May 20, 2016, from the position of Head of the Clinic for Plastic and Reconstructive Surgery, after the UKCS management analyzed the work of that Clinic, reports the Patria News Agency.
In the preceding discussions, Prof. Dr. Karabeg presented devastating data about the state of the Clinic, which he headed since 2009:
That the Clinic was devastated by the actions of previous management;
That there are 5 specialists too many;
That staff were hired without his consent and without any development strategy;
That the "burn" unit was closed and that patients suffer because they do not receive adequate treatment;
That the "burn operating room" was converted into a doctors' lounge;
That he never managed to cooperate with the heads of glandular surgery and that breast reconstructions are not performed after mastectomy surgeries;
That there are "simply no patients".
Doctor Karabeg frequently used PAID LEAVES. In 2014 (42 days) and 2015 (41 days), he was absent for 83 days, and KCUS paid him KM 10,659 net for it.
When annual leave days, 34 per year, are added to this for the two mentioned years, Prof. Dr. Karabeg was absent from work for 151 paid days, which is almost 7 months!!!
Also, Prof. Karabeg's departures during working hours were frequent. If the above is analyzed, adding the fact that the new management expects all employees to work full-time, especially heads, and considering the poor state of the Clinic he led for 7 years, it is possible that the resignation was submitted for "moral" reasons, according to the UKCS statement.
The transparency and decisiveness of the UKCS Director, Dr. Sebija Izetbegović, who is informing the public about Prof. Dr. Karabeg, should be welcomed.
On the other hand, she is concealing a much more important matter. She continues to hide and protect her right-hand woman, Muvedeta Butmir-Čedić, the main actor in the financial collapse of UKCS, which today has debts of around 75 million KM.
We have no intention of protecting Prof. Dr. Karabeg, nor of justifying him for anything. Anyone who has done anything illegal and it is proven, should be held accountable for their actions.
However, if it has been decided to allegedly fight "negligence, corruption, bribery at UKCS", then all the "dirty laundry" must be publicly disclosed. Not selectively, as Director Izetbegović is doing now.
Muvedeta Butmir-Čedić was a trusted person even when Prof. Dr. Faris Gavrankapetanović was the director of UKCS. No financial transaction, procurement or supply contract, tender documentation, or salary payment could be realized without her consent until 2013.
If Director Izetbegović has truly decided to be "just and honest", it is logical to publicly ask her when her closest associate will either resign for "moral reasons" or when she, as a "moralist", will dismiss her. Muvedeta Čedić-Butmir was the main actor in the financial collapse of UKCS, but this is being kept silent.
General Director Dr. Faris Gavrankapetanović appointed her to the position of Head of the Sector for Financial, Accounting, and Planning Affairs in 2002, where she had increasing authority, and by 2007 she became the Director of Non-Medical Discipline. Thus, the right-hand woman of the General Director.
Among other functions, Butmir-Čedić also served as the Head of the Financial Service of the Clinical Center. She came to UKCS in 1995 and quickly became the person who controlled all events at Koševo from behind the scenes.
What cannot be denied, and what is evident from Muvedeta Butmir-Čedić's annual income report, is that in 2010 alone, she collected KM 106,224.31, which is an average of KM 8,850 per month, while specialist doctors and even clinic heads at that time received up to KM 2,500!!!
Another absurdity is Muvedeta Butmir-Čedić's lawsuit against UKCS in 2013, in which she sought KM 50,000 in damages "for inflicted emotional distress and unlawful dismissal from her position". Namely, she was not unlawfully dismissed at all, but her term in office had expired, and the emotional distress was presumably caused by her return to her old job and the drop in salary from over KM 8,000 to KM 1,700.
During that period, in early 2013, Dr. Sebija Izetbegović became the director of the General Hospital "Dr. Abdulah Nakaš", where she brought her "trusted person" Muvedeta Butmir-Čedić as a finance expert. After three years, in early 2016, both returned to UKCS, and Izetbegović appointed her again as the most responsible financier!
