Lukač's Crime: Rigged FUP Competition, Family and Friends Favored

The competition procedure for hiring 25 police officers in the Federal Police Administration lasted eight months, but the selection of candidates was marred by a series of irregularities, leading to a criminal complaint against the president and members of the Police Officer Selection Commission, writes the BH news agency Patria. The complaint has been forwarded to the Cantonal Prosecutor's Office of Sarajevo Canton, the Federal Prosecutor's Office, the FBiH Government, the OHR, the OSCE, and the CCI.

According to the criminal complaint, the Commission members are accused of the criminal offenses of violating equality in employment, dereliction of duty, and breaching the FBiH Law on Conflict of Interest in terms of incompatibility of functions. The President of the Commission is Vahidin Munjić, and the members are Zijad Hodžić, Mirko Kuprešaković, Rijada Halilović, and Hajradin Mekić.

On the official FUP website, on July 14, a final list of 25 names was published, approved by the compromised director Dragan Lukač upon the Commission's proposal. Out of a total of approximately 1,000 applicants, 62 successfully passed the tests.

According to well-informed sources, a large number of candidates received the general knowledge test questions and essay topic in advance, and based on this, they received maximum points, giving them an advantage over other candidates. The problem arose with the physical fitness results, where some candidates underperformed, and their scores were "adjusted" based on the tests and essays.

What is even more disheartening is that a large number of candidates were related to the Commission members through family or friendships, as well as being connected to employees of the FUP and FMUP. For example, the first candidate on the list, Lejla Ušanović, is the daughter of a police officer from the Special Unit, while the third on the list, Adna Frašto, has a mother working in the Special Unit. The fourth on the list, Šejla Harbinja, is a relative of Ćamil Harbinja from the Special Unit of the Sarajevo Canton Ministry of Internal Affairs. The parents of the ninth candidate on the list, Alen Buća, are employed at the FMUP. Kenan Huskić, who is 14th on the list, is the son of a school principal in Sarajevo who is an SDA cadre. Aldin Kolar, 17th on the list, arrived for testing under the escort of uniformed police from the Sarajevo Canton Ministry of Internal Affairs. Candidate number 18, Emir Ćutuk, is the son of FMUP special officer Nijaz Ćutuk, who is a good friend of the Commission President Vahidin Munjić.

Five Bosniaks Replaced by Serbs and Croats

The first list with the names and scores of 62 candidates was published on June 9, 2016, on the FUP website, where the ranking of the six names from positions 20 to 25 differs from the list that reached Lukač. Specifically, according to the initial list, positions 20 to 25 included the names Rijad Dedejić, Velibor Čvoro, Admir Abdurahmanović, Belma Kabur, Berin Balijagić, and Damir Mehmedspahić.

After interventions, the candidates from 20th to 25th place are as follows: Dejan Prorok (was 51st on the list with 50.4 points), Vedran Milošević (brother of FMUP inspector Goran Milošević, was 47th with 50.8 points), Bojan Rac (was 50th with 50.4 points), Saša Stakić (was 34th with 52 points). He is the son of Duško Stakić, a former colleague of Lukač who was in Serbia during the war), and Darko Polunić (was 54th with 50 points). What is also interesting is that five candidates from the first list were from the Bosniak ethnic group, and their places on the final list of July 14 were taken by three candidates from the Serb ethnic group and two from the Croat ethnic group.

Although candidates had the right to appeal to the Police Board, most of them did not do so because two of the three members are from the Commission: Mirko Kuprešaković and Rijada Halilović. The third member is Fahrudin Bećirević, who is the head of the FUP director's office.

The complainant questions whether anyone can stop the crime in this police agency, which has been ongoing for years.
