Canton 10: Auditors Discover Million-Euro Mismanagement and Budget Violations

Canton 10, headquartered in Livno, received a negative audit opinion for last year, with a number of legal violations and a multi-million loss identified, reports the BH news agency Patria (NAP). In addition, auditors refer to this canton as "Herceg-Bosnia", which is neither an official nor recognized name for Canton 10. Auditors determined that the loss last year exceeded six million marks.

- Through current transfers, budget funds were approved for spending without clear and measurable criteria/parameters based on which the applications, submissions, or programs of potential beneficiaries would be assessed and ranked, and the amount of support funds per application determined, which is contrary to the provisions of the Budget Execution Law for 2013 – the report states.

Auditors cite a number of examples of how budget user funds were spent irresponsibly and without criteria. They highlight an increase in representation costs, bills for food and drinks exceeding 700 KM, and uncontrolled fuel and vehicle expenses.

Furthermore, an increase in costs for employee compensation was determined, but without any evidence of the work performed. Auditors also warn about the allocation of current transfers to individuals, companies, and organizations without criteria or justification, NAP reports.
