Konaković announces reforms in healthcare and education because half of the KS budget is spent on them!

The Government of Sarajevo Canton, led by Prime Minister Elmedin Konaković, presented its work in the first 100 days of its mandate, during which 15 sessions were held and 350 acts were adopted, writes the Bosnian news agency Patria.

During his presentation, Konaković stated that the situation in the Sarajevo Canton is satisfactory regarding the political climate, and he announced reforms in healthcare and education, where half of the money managed by the Sarajevo Canton is spent.

- These are the two areas where we are primarily initiating reforms. The process of integrating the University of Sarajevo will be particularly significant. Our goal is to finance the Law on Student Standards and other activities, and improve working conditions for professors at the University.

Konaković briefly presented the work of all ministries in the Government of the Sarajevo Canton and said that they will take care of housing for the veteran population and the constant need to look after them.

Regarding the Ministry of Labor, Social Policy, Displaced Persons and Refugees, a Preliminary Draft Law on Social Protection and Protection of Civilian War Victims has been prepared.

A new work methodology has been established in the Ministry of Spatial Planning, Construction and Environmental Protection and the Ministry of Communal Economy, as this is considered one of the biggest problems of the Sarajevo Canton.

During this period, 150 people were employed in the Ministry of Internal Affairs, and 23 new employees in the Sarajevo Canton Prosecutor's Office. A good level of communication with the non-governmental sector, and a good relationship with trade unions.

Regarding the Ministry of Communal Economy, it is inevitable that the economic price for heating services of „Toplane-Sarajevo“ be aligned with the market.

For 8 years, they have been operating completely uneconomically and have jeopardized the entire market of the Sarajevo Canton.

For the Ministry of Finance, the most significant task was the rebalancing of the Sarajevo Canton Budget. What is important is that a Commission was formed to draft the text of the Decree on determining own revenues, methods and deadlines for distribution.

Regarding the Ministry of Health, activities have been initiated leading to the creation of a register of spaces, people and equipment at the disposal of the Sarajevo Canton.

This is the first and major step towards a serious healthcare reform leading to the integration of public institutions, reduction of administrative costs, and control of expenditures.

Konaković stated that of particular importance for the Sarajevo Canton is the Draft „Phase B“ of amendments to the Spatial Plan of the Sarajevo Canton, for which it is believed that its incompleteness has so far caused millions in damages.

Regarding the Ministry of Culture and Sports, it is important to mention the Law on Independent Artists, which is considered much more transparent and efficient for what the Sarajevo Canton needs. An identical law was announced in the sphere of protection of top, former athletes. Additionally, the Law on Protection of Cultural Heritage has been prepared.

Regarding traffic, and when speaking about vehicle procurement activities, GRAS is close to the capacity that meets the needs to establish all city transport lines.

As for the Ministry of Economy, a reform-significant document is the Proposal of the Law on Incentives for the Development of Small Businesses.
