After all the illegal actions, which are evident with FUP Director Dragan Lukač, it would be worth asking him why he resorted to such actions...
Among the series of questions for Dragan Lukač is certainly the one – how is it possible that Azra Imamović can even meet the criteria for a police officer, when her health condition and physical (in)abilities do not allow it?
How is it possible that Nurudin Hafizović, at the speed of light, reached the rank of chief inspector, while some were inspectors and senior inspectors when he was a police officer at the gate. How and why do they continue to stagnate in the same rank? What are Nurudin Hafizović's merits for such advancement?
Lukač humiliates BiH heroes
It would be good for Lukač to answer who allowed him to bring television crews to FUP operations and by what criteria he chooses these TV stations? Since he thus reveals the operational systems of his special unit, will the minister, the so-called Independent Board, or the Parliament of FBiH initiate proceedings against Lukač for revealing state secrets (such operations and the system of special forces entry are the most strictly guarded secrets, and by filming these operations with TV crews, they are made public and available to criminals)!!!
The Independent Board remained silent, the Parliament of FBiH remained silent, the social community remained silent. In any normal country, after this, a decision on the dismissal of the director would be made immediately. But FUP Director Dragan Lukač remains.
FUP employees, for years, under the orders of Dragan Lukač, have been mostly engaged in writing unnecessary reports, which leads to a loss of motivation for serious work. And that is why we have such a security situation in BiH. Never worse.
How is it possible that in the past five years, Dragan Lukač has caused planetary injustice, carried out lawlessness, humiliated, insulted the best sons of Bosnia and Herzegovina, heroes and heroines of the previous war, who gave parts of their bodies for our BiH, lost family members. I am primarily referring to Dragan Vikić (legendary commander of Bosnian special forces), who sued (for mobbing) Dragan Lukač and even won a verdict, Kabaš Latif, a fearless special forces member, Rasim Hadžić, commander of the Tuzla special forces, top lawyer Mustafa Hujdurović, top police leader (e.g., Zlatko Biščević), top police inspectors Emir Čampara, Ilija Dragović (who, as soon as he received the rank of chief inspector, now praises Lukač to the skies, and was the initiator of filing a number of criminal charges against him) and many others.

I publicly ask all those who supported the illegal election of Dragan Lukač as director of FUP, and all those who still support his (non)work, to explain and answer this question of mine.
During the previous war, I myself went to all possible battlefields, led other battles, was wounded and beaten, and for four years I was systematically terrorized by Dragan Lukač, who did not even want to respect court rulings that I won in my favor.
So, once again, I publicly ask: who has the right to humiliate and mistreat the best sons of Bosnia? Who gave Dragan Lukač that right?!
And while we are on the subject of patriotism, it would be good for Dragan Lukač to clarify whether, out of patriotism for the one and only BiH, he built a house in Osijek, Croatia (where he also has a registered residence), and to explain from whose money he built that house? It would also be good for him to explain his connections with the former political party called Nova hrvatska inicijativa (referring to the period when he was first appointed acting director of FUP (period 2000 – 2002.). They say that police officers are not allowed to have any connections with political parties.
It would not be good to end this story without mentioning the almighty manager in FUP, Josip Cvitanović. From our dear Josip, I ask him to publicly explain how he could have received a salary for years based on the coefficient for an assistant minister, when he held the position of assistant director? How much illegal financial profit did he make? Will he return the money that does not belong to him, and when? How and based on what regulation did he pay higher amounts to Dragan Lukač for separate living and accommodation, even despite the fact that public auditors in their public audit reports warned about this illegality? How and under what conditions were bonuses distributed to FUP employees? How and under what conditions were amounts for assistance determined, especially for serious health problems?
Did the director of FUP, Dragan Lukač, pay the monetary amount for the estimated value of the stolen Golf in front of his apartment (amounting to about 30,000 KM, by which the FUP budget, i.e., the Federation of BiH, was damaged)? Did Dragan Lukač pay for the damage caused during an attempted theft of an official vehicle parked in front of his apartment and damaged in an attempted theft?
What is the amount of damage suffered by the FUP budget, i.e., the Federation of BiH, due to lawsuits filed because of Dragan Lukač's actions in the last five years of his mandate? What are the fuel costs for Dragan Lukač in the last five years? What are the total costs of Dragan Lukač's business trips in the last five years.
How much did the wristwatch bought for Dragan Lukač cost? Why was it bought for him at all? Who approved it? How was the watch paid for? How were the facilities for housing FUP detectives across the Federation of BiH selected? What are the monthly costs of their rent, and what are the work results? How much did the operation in Hutovo blato cost, and what was the final result? What are the costs related to the investigation into the murder of Vlado Šantić (Lukač announced a sure outcome) and what is the final result of the investigation? How much of the budget users' money did you spend on gifts (pistols, watches, etc.) and by what criteria were the lists for rewards made and by what criteria were gifts purchased?
I ask the Assistant Director for Administration, Šuhreta Bijelić, how she could have issued a decision for the position of Assistant Director – Head of Sector, without any procedure or competition? How many such decisions without legal procedure or competition were issued under the last Rulebook on Internal Organization (and how many in the previous five years)? By whose order was this done? Were these decisions issued in accordance with the Law on Civil Servants in the bodies of the Federation of BiH? Did she receive an opinion (in writing, of course) from the Civil Service Agency of FBiH regarding these decisions? How is it possible that Vahidin Munjić was acting head of the Unit for Professional Standards for almost two years, when the law does not even recognize such a category or possibility? How can he hold this position when he has an inappropriate (lower) rank? Who is responsible and what is the financial damage caused by such decisions?
Questions for Minister Aljoša Čampara
So that it doesn't seem like I forgot Minister Aljoša Čampara, here are a few questions for him. How is it possible that Dragan Lukač drafted and signed the Rulebook on Salaries of FUP, when the Law on Internal Affairs of FBiH (Articles 22, 23, 64) exclusively assigns this to the minister's competence? How many similar rulebooks did FUP Director Dragan Lukač illegally enact? Since the Committee for Citizens' Complaints, which is a mandatory body according to the aforementioned Law (Articles 77 to 84) and whose jurisdiction includes (among other things) ensuring an objective and impartial conduct of proceedings regarding complaints about the work and behavior of police officers, thus ensuring the protection of human rights, has not yet been constituted, please explain how the Unit for Professional Standards of FUP can operate at all, when there is no such corrective and control body? Are not all decisions of the Unit for Professional Standards made without the existence of the Committee automatically illegal?
What annual evaluation (for 2015) did Dragan Lukač receive for his work? What were the criteria and reasons for that evaluation? Were all the actions of the FUP director, which I have partly written about, considered in the analysis of that work evaluation? If they were not considered, why not? And if they were, how could the evaluation have been made? Did you, as minister, check the work of the Unit for Professional Standards in the past five years? Did you check against whom and why disciplinary proceedings were conducted? Were there individuals against whom multiple disciplinary proceedings were conducted? How did they end? Were there individuals who were somehow spared in the investigations of the Unit for Professional Standards? Is it true that the Unit for Professional Standards, which should be absolutely independent in its work, acts exclusively on the instructions of the FUP director in its investigations, who even specifies his instructions and orders in writing on the reports submitted to him?
Who authorized or allowed FUP Director Dragan Lukač to interfere in the investigations of the Unit for Professional Standards in such a way? Did you compare the complaints sent to the FMUP Citizens' Complaints Committee with the number of reports handled by the Unit for Professional Standards? Is there a difference in these categories? Did you investigate how this is possible? Has anyone been held accountable for this difference? Are there any abuses in the work of the Unit for Professional Standards? Is it possible that someone from the prosecutor's offices conducted an investigation against police and state officials of FMUP/FUP, or that they were subjects of court proceedings (even as suspects), and that they were not even disciplined (disciplinarily) held accountable for these actions? Did you, as minister, check how many illegal decisions in the area of labor law (and other segments) – status – Dragan Lukač made? What kind of Independent Board (current composition) controls the work of the FUP director and should be independent, yet meets in the FMUP/FUP building and later eats and drinks at the expense of Director Lukač? (And their premises are in the FBiH Parliament).
If you have not checked the activities from the previous questions, can you say that you have performed your duties as minister in accordance with the Law?!
At the very end, I want to ask the Parliament of the Federation of BiH, the Security Committee of the Parliament of FBiH, the new composition of the Independent Board for the Election of the FUP Director, when will you start doing your job?! I ask the same question to the disciplinary prosecutor of the HJPC.
