Kecmanović: HDZ would support SNSD's proposal to withdraw from the army, court, and prosecution

BANJA LUKA, (Patria) - As much as the delay in forming the Council of Ministers of BiH harms all peoples and entities, it also proves that BiH is an impossible state, which affects more Bosniaks who probably count on provoking some Western intervention, says Nenad Kecmanović, professor emeritus at the Faculty of Political Sciences in Banja Luka, in an interview with 'Glas Srpske'.

Asked what moves he expects as a result of such a situation, Kecmanović said that Dodik has already mentioned that he will propose discussing withdrawal from the agreements on the army, court, prosecution, indirect taxes 'and everything that was imposed by the high representatives.'

He added that HDZ deputies would 'certainly support such an initiative.'

"And it would also be an opportunity to finally talk more about how that subsequent 'voluntary' parliamentary consent to the arbitrary constitutional interventions of the high representatives was constructed," said Kecmanović, as reported by the Patria News Agency.

Asked how he views the statement of the US Special Representative for the Western Balkans, Matthew Palmer, who said that the Dayton Agreement was never intended as a fixed framework, but a framework that changes, Kecmanović said that nowhere in the Dayton Agreement does it say that it was 'intended as a framework that changes.'

"The fact that the Clinton couple considered that their official Holbrooke had tailored Dayton, so they could reshape it as they wished, is a matter of force, not international law. The US is still a superpower today, but not the only one. Now there are also Russia and China. Palmer's statement is just a recycled story about the 'spirit of Dayton' and belongs to the inertia in the State Department, but it should be taken very seriously, because he openly announces further revision of this agreement."

Speaking about what the response of the Republika Srpska should be to this situation, Kecmanović said that the RS, instead of referendums and resolutions, could counter by ratifying the Dayton Agreement.

"Taught by the experience with Radovan Karadžić's signature on the Vance-Owen plan, which the assembly in Pale rejected, the 'international community' inserted a scandalous clause that Serbian deputies would only take note of the content of the Dayton Agreement, without discussion or voting. The RS National Assembly has never ratified this agreement. Who could principledly dispute its right and obligation to at least subsequently proclaim the Constitution of BiH and thus legalize Annex 4? That would be the original text of Dayton, and the RS would, through a single 'constituent' session of the Assembly, indirectly nullify everything taken and imposed, as well as act preventively against what Palmer is announcing," said Kecmanović.
