What is the name of the dog among the wolves

The second SANU Memorandum was written in collaboration between the Serbian Academy of Sciences and Arts, the Security Intelligence Agency, and the Serbian Orthodox Church, and was timed for the final collapse of the attempt to create a new Serbia. That Serbia which began with Zoran Đinđić and ended with the arrival of Aleksandar Vučić and the start of the rehabilitation of World War II criminals.

Memorandum II was timed a few months before Vučić was to begin his 12-year rule over Serbia, and it demanded, among other things, that through fabricated judicial processes against citizens of Bosnia and Herzegovina, Croatia, and Kosovo, Serbia and those states be placed on an equal footing. In Bosnia and Herzegovina, this fully took hold after Dodik's Milanko Kajganić took control of the BiH Prosecutor's Office.

The SANU Memorandum II also called for the destabilization of neighboring governments, provoking internal discontent and unrest, and aiding the secession of the Republika Srpska, while insisting on the constituent status of Serbs in Croatia, Montenegro, and Kosovo, and the transition of Serbian communities in the region into a unitary, all-Serbian community.

Exactly 12 years later, Aleksandar Vučić is moving to reactivate Memorandum II and implement precisely that conclusion on the integration of all Serbs into an all-Serbian community known under the variant of the Serbian world.

He gathered the political representatives of Serbs from Bosnia and Herzegovina, Montenegro, and Serbia, who are absolutely on his political line, and adopted a declaration which, through adoption in the Assembly of Serbia and the National Assembly of the Republika Srpska, should become a document guiding Serbian policy in the Balkans.

This declaration, by its content, is completely contrary to the European path of Serbia, as well as of Bosnia and Herzegovina and Montenegro, because it mandates national gathering based on identity, which throughout history has meant destabilization of the region and conflicts. Because that national gathering goes beyond cultural ties and enters into conflicts over territory.

The declaration also envisages a Day of Statehood of the Republika Srpska on the same date as Serbia's Statehood Day - February 15, which terminologically and factually from the start undermines the permitted limits of special and parallel ties between the Republika Srpska and Serbia, i.e., threatens the territorial integrity and independence of Bosnia and Herzegovina.

Furthermore, insisting on respect for the Dayton Agreement can be interpreted as an attempt to preserve the current structure of Bosnia and Herzegovina, while simultaneously strengthening national identity and gathering can be seen as a step towards greater autonomy or even secession.

We remind you, the right to special and parallel ties between the Republika Srpska and Serbia is based on the Agreement on Special Parallel Relations, first signed on February 28, 1997. This agreement enables cooperation in areas such as economy, education, culture, healthcare, and environmental protection, while respecting the sovereignty and territorial integrity of Bosnia and Herzegovina.

The fact that the declaration states that the Republika Srpska can activate all competencies that, according to the Dayton Peace Agreement, are foreseen as competencies of the entity, as well as parts of the declaration that treat the Republika Srpska as a state, gives the right to demand a review of those special and parallel relations.

This can and must be done by the Steering Board of the Peace Implementation Council at its next session. According to announcements, that session should be very soon, so it is up to the members of the Steering Board to understand that the declaration of the Serbian world is the last message of the dog among the wolves that it is ready to ignite a blaze that could push this part of Europe into new wars.

However, when we view regional relations and the Serbian world on the geopolitical scale, it is clear that Vučić has understood what the name of the dog among the wolves is.

In other words, Vučić has realized that the game of sitting on two chairs is over and that the US administration is ready and determined to make him pay for dragging China into serious infrastructure and energy projects in the Balkans. And China is Washington's enemy No. 1 in today's geopolitical relations.

Vučić is aware of the imminent end, and following the pattern of the inhuman man in whose time he grew up - Slobodan Milošević, he does not want to leave without trying to complete the project of the Serbian world.

It is high time for the European part of the international community to realize that the political detonator of the region, created largely thanks to Germany, is a person waiting for the bell to toll.

The Americans have finally understood who they are dealing with and have decided to deactivate the detonator of instability.

This situation must also be understood by pro-Bosnian political entities, and in the space of Vučić's departure and the change in regional political balance, they must seek partners for a new political era of the Western Balkans. They are even warned of this by well-meaning professors from Belgrade, alarming that the declaration and what it essentially means must not be approached naively!
