In a few days, it will be a year since the Prosecutor's Office of Bosnia and Herzegovina conducted an arrest operation of two employees of the Border Police of BiH and one other person, in connection with the rigging of a competition for the admission of 150 cadets into the Border Police of BiH. To date, no indictment has been filed, and two employees of the Border Police of BiH were dismissed in mid-June this year.
Prosecutor Bojana Jolović has not filed an indictment in a year, and 150 cadets are on hold even though this police agency is facing a massive outflow of personnel. Also, the appeals of candidates who did not pass the disputed competition are on hold. No one is talking about annulment anymore.
But today, the acting Chief Prosecutor of the Prosecutor's Office of BiH, Milanko Kajganić, revealed how this case, classified as high-level corruption, was uncovered, as well as the evidence they collected. Kajganić revealed details of the case that still has no final judicial or prosecutorial epilogue, raising the question of whether he was allowed to speak about an active case in this manner. However, that is a question for the Office of the Disciplinary Prosecutor of the High Judicial and Prosecutorial Council.
"We had a serious case related to corruption in employment in the Border Police of BiH. We deprived the head of covert operations in the Border Police of BiH of his liberty, and found over 100,000 KM on him. We did this by receiving timely information from the Intelligence-Security Agency, and together with the State Investigation and Protection Agency, we obtained orders for special investigative measures from the Court of BiH, and in that way, we documented this case," said Kajganić.
However, he did not explain why there has been no indictment against the suspects, who are at large, for a year, which nonetheless shows that despite the evidence they obtained, there is obstruction in this case.
We recall that in September 2021, the list of 150 cadets was published, and just a few days later, Rejhan Raković, the chairman of the Commission for the Admission of Cadets, was arrested. A list and a larger amount of money were found on him, suspected to originate from corrupt criminal acts and that certain candidates paid money for admission.
The cadets who were not admitted filed appeals, but for months there was no one to review them because the Appeals Board for police officers did not exist. Even when the Board finally began its work, it did not have access to the data because all documentation was with the Prosecutor's Office of BiH.
In the past year, neither the head of the Border Police of BiH, Zoran Galić, nor the Minister of Security, Selmo Cikotić, have contacted the Prosecutor's Office of BiH to bring this case to a final conclusion.
Without a decision from the Board, Galić did not want to annul the competition, but no one knows what the fate of the 150 cadets will be.
According to information from Patria, most of these candidates have found other jobs, and some have left BiH.
