Croatia pays commissions based on performance, BiH gives money for idleness

By May 1st of this year, about fifty selected teachers, professors, and members of the academic community, organized into expert working groups, will offer the Croatian Ministry of Science reform proposals for education in this country.

Ultimately, the state will pay for the work of only those scientific groups whose education reform program is adopted, while other groups will receive no compensation.

In this way, Croatia will get the best program to improve education, which at the same time will not cost taxpayers hundreds of thousands of euros in unnecessary daily allowances for various commissions.

Minister Vedran Mornar said that this will be the most effective education reform in Croatia to date. Those who think they can charge something from Croatian taxpayers will have to invest their knowledge and time first in this case, while still being at risk of coming away empty-handed.

Edin Bećarević from the association "Education Builds BiH" says that the authorities in BiH should also follow this positive example from Croatia, not only in the education sector but also in other fields.

- In BiH, you have dozens of projects for which cantons, entities, or the state allocate money, but they are not done properly or are never completed, even though the money is duly spent – Bećarević told the BiH news agency Patria.

- The Sarajevo Canton allocated money for electronic diaries, for video surveillance in schools, but if you look closely, you will see that none of it works properly and that the money was spent in vain – adds Bećarević.

According to data from the Center for Civil Initiatives (CCI), from January 1st to June 30th, 2012, the realization and efficiency of the work of the Parliament of the Federation of BiH was only three percent. However, despite the idleness of the parliamentarians, taxpayers had to pay as much as 3.2 million KM for parliamentary salaries, various allowances, and hot meals. Some parliamentarians in BiH, members of various commissions, earn tens of thousands of KM annually, even though they have never proposed a single project that would be beneficial to citizens, writes Patria.
