Urgent letter to the Council of Ministers: New text of the Rulebook on Police Uniforms hidden from BiH companies!

SARAJEVO, (Patria) - The proposal to amend the conclusion from the 127th session of the Council of Ministers of Bosnia and Herzegovina held on December 28, 2017, proposed by the Ministry of Security of BiH, is on the agenda of today's session of the Council of Ministers of BiH.

Behind this seemingly „benign“ agenda item lies the Rulebook on Police Uniforms, which has been a subject of dispute between BiH manufacturers and the Council of Ministers for some time.

This Rulebook, adopted at the 127th session, due to a number of controversial provisions, would put BiH companies in a discriminatory position in the public procurement process for uniforms, given that the prescribed solutions exclusively favored a specific protected type of uniform from an import-trading company.

- Based on all of the above, the BiH consortium was not involved in the preparation of the new text of the rulebook, and we have not been informed about the new text that has been delegated for the next session.

We still believe that the best solution would be to prepare the text of the new rulebook in cooperation with the competent institutions and experts in this field, as well as representatives of domestic businesses, as was stated at the meeting, and in all previous letters sent to the competent institutions.

We expect the Council of Ministers to take into account the views of the BiH consortium, as these are manufacturers who produce quality products that fulfill their purpose and as such successfully meet all prescribed standards, both on the domestic and demanding foreign markets – states the letter urgently sent to the Council of Ministers this morning.

From the BiH consortium, which includes MEN d.o.o. Travnik, Koteks d.o.o. Tešanj, ZENKO d.o.o. Zenica, Tekstilna industrija d.o.o. Mostar, Uslužnost d.o.o. Sarajevo, Sparta d.o.o. Banja Luka, Miltex d.o.o Banja Luka, K.L.M. Prnjavor and Belt d.o.o. Banja Luka, they state that for almost a year they have been asking the Council of Ministers of BiH to receive them for talks in order to point out the detrimental nature of the proposed Rulebook.

It is expected that the Council of Ministers will not serve import lobbies but its own citizens.
