Civilians killed in Mykolaiv, Ukraine reveals what it offered Russia

SARAJEVO, (Patria) - At least seven people were killed and 22 injured in a missile attack on the regional administration building in the southern Ukrainian port city of Mykolaiv, said Volodymyr Zelensky.

Addressing the Danish parliament via video link today, the Ukrainian president said: "As we learn, seven people were killed, 22 were injured, and people are still going through the rubble."

He added that there were no military targets in Mykolaiv and that the people in that city posed no threat to Russia.

Eighteen injured people were pulled from the rubble by rescuers. Emergency services continue to work at the scene, the Ukrainian emergency service announced.

The Ukrainian negotiation team said it had proposed the adoption of a neutral status, which would oblige Ukraine not to join military alliances or host military bases. In return, Ukrainians are seeking security guarantees for a permanent cessation of military attacks on their country.

Ukrainian proposals also include a 15-year period of consultations on the status of the annexed Crimea and would only come into effect in the event of a complete ceasefire, negotiators told reporters in Istanbul.

The proposals are the most detailed and concrete that Ukraine has so far publicly announced, Reuters reports.

"If we manage to consolidate these key provisions, and for us, this is the most fundamental, then Ukraine will be in a position to change its current non-aligned and non-nuclear state status to a form of permanent neutrality," negotiator Oleksandr Chalyi said in a statement broadcast live by Ukrainian national television.

"We will not host foreign military bases on our territory, nor will we deploy military contingents on our territory, nor will we join military-political alliances," he added.

Podolyak said that Ukrainians would decide on a peace agreement with Russia in a referendum.

Ukrainians will be asked in a referendum to approve any agreement that includes Ukraine's neutral status and security guarantees for Ukraine, he said.

"This will be a referendum where all citizens of Ukraine will express their position on this agreement, on how it should function," Podolyak told Ukrainian television.

Only after the referendum would it go to ratification in the parliaments of the guarantor countries and the parliament of Ukraine, he explained, adding that it is important that they have the support of the Ukrainian people for this agreement.

Russia's chief negotiator and Putin's advisor Vladimir Medinsky also commented on the negotiations, saying that today's talks were constructive.

Medinsky also said that a meeting between Russian President Vladimir Putin and his Ukrainian counterpart Volodymyr Zelensky is possible in the future.

"A meeting between Putin and Zelensky is possible simultaneously with the preliminary signing of a peace agreement," Medinsky said.
