Health Centre nevertheless changed competition conditions: Husić accuses former Management!?

SARAJEVO, (Patria) - The Public Institution Health Centre of Sarajevo Canton published on December 17 a public advertisement for filling several positions. Among other things, 13 family medicine doctors, two speech therapists, a hygiene maintenance worker, several medical technicians are being sought… The Patria Agency previously published how the competition, in addition to a diploma from completed secondary medical school - general direction, also requires a certificate of passed professional exam and proof of completed education in family medicine!

Precisely the "requirement for completed education in family medicine" confirmed the suspicion that the competition was rigged, because this condition can only be met by a person who already works or has worked in similar jobs!

From the Management of the Health Centre of Sarajevo Canton initially did not want to speak on this topic. Reactions followed only after the disputed competition reached the media. The General Director of the Health Centre of Sarajevo Canton, Fuad Husić, confirmed that the competition was subsequently amended. Husić states:

- Due to numerous inquiries from potential candidates about what exactly „education in family medicine“ refers to, a supplement to the Competition was published on Monday, December 25, 2017. The supplement to the competition was done in such a way that an explanation was published that all candidates who have a professional exam can participate - says Husić.

Husić further claims that the Competition for filling positions is aligned with the Rulebook on Work, Internal Organization and Job Classification, which has been in force since 2013, without explaining why the original competition required something that can only be possessed by persons who work or have worked, but not by medical technicians and nurses without work experience.

- The current Management has nothing to do with the adoption of that Rulebook - Husić emphasized, without stating why the disputed Rulebook was not amended, if practice shows it is not applicable!?

We remind you, a doctor from the Health Centre of Sarajevo Canton, who spoke on condition of anonymity because she is not authorized to give statements, explains that this "proof of education" required in the disputed competition for hiring new workers at the Health Centre of Sarajevo Canton can only be possessed by a person who has worked or already works in a Family Medicine Clinic. In her opinion, it is very possible that someone has already been hired for the positions of medical technician, and that the competition was announced only to satisfy the form.

- This is discrimination against those who have passed the professional exam and completed adequate school, but did not have the opportunity to work. According to the instructions from the competition, a technician or nurse from another institution can apply, or someone who for some reason stopped working after training, but not those who have never worked - says this doctor, adding that the competition discriminates against all medical technicians and nurses without work experience, who would possibly apply for the position of nurse/technician in the Family Medicine Service of the Health Centre Novi Grad, to which the announced competition referred.
