Dizdarević: It's time for arrests, the parade in RS is a hybrid intimidation operation

SARAJEVO, (Patria) - Sandi Dizdarević, professor of forensic psychology from Mostar, stated on Open Studio on Federal Radio that the fear instilled in the citizens of BiH is planned, and that police structures are completely politicized, with only a few police officers within each competent police service protecting citizens.

"Arrests, prosecutions, and punishments must begin here," Dizdarević urged.

The goal of all political entities in BiH is to create a situation where citizens and ethnic groups enter a phase of fear, and as soon as they enter a phase of fear, the individual's consciousness narrows, as does their freedom of thought.

"As long as we continue to have such narrowed consciousness and fall for the hybrid operations of political entities for thirty years, things will remain as they are. And we fall for it because we are a society produced by political entities. Our biggest problem is the political elites who are exceptionally good with each other, and who constantly bring the people to the point of fear through propaganda activities," he said.

POLITICAL ENTITIES ARE WEAVING NETWORKS, AND THIS IS EXTREMELY DANGEROUS FOR THE CITIZENS OF BIH

Every political entity in BiH has a security committee. Within the security committee, they have propaganda committees, and in this way, networks are woven from employment to higher education, and when one piece of information is released, it passes through all these networks, and the goal is actually to make those who have freedom passive.

"Citizens, and without intending to offend anyone, with modest education and existential problems and low incomes, do not have the freedom or will to protest against the ruling structures. And that is the biggest problem in BiH. Everything is done according to the principle of network theory and the principle of hybrid operations and manipulation," he explains.

These behind-the-scenes games are dangerous for citizens, and this goes from the highest to the lowest levels.

"We are all burdened by the story of war crimes on all sides, and associations dealing with this have cooperation agreements. Everything is passing us by because we don't read or research," he adds.

In addition, we have a transgenerational legacy from the 1990s. Since '91, we have had politics on the scene that deal with manipulation and constantly bombard us with various information and disinformation within certain ethnic groups - Dizdarević emphasizes.

"The stronger the intensity of animosity towards each other, the greater the possibility for advancement within that ethnic group on the one hand, and on the other hand, it creates a narrowed consciousness for citizens in which they cannot make rational decisions," states Dizdarević.

THE POLICE SYSTEM IS COMPLETELY POLITICIZED, CITIZENS LIVE IN FEAR

There are two key entities: the security sector, i.e., police institutions, and the judiciary. That is primarily the prosecutor's office - Dizdarević points out.

"These are two interconnected segments where prosecutor's offices depend on the quality of investigative work done for them by police bodies. I can responsibly tell you that the police system, both at the cantonal, entity, and state levels, is completely politicized. On the one hand, through 'independent' committees for the election of directors and police commissioners, and on the other, through incompetent staff entering the police force. According to the Law on Police Officers, any person with a social sciences degree can enter the rank of junior inspector. Can I, as a criminologist, be a lawyer, even though I had twenty-two legal subjects in college? Can I be a professor at the Faculty of Physical Education? No. But all of them can be investigators in police bodies. Since 2003, there has been a slight interest from the academic community for something to change, but we have never come so far as to amend those provisions of the Law," said Dizdarević.

When you work with such people, with exceptions of those who work in the police, you cannot provide quality reports to the prosecutor's offices, and then this further affects the work of the prosecutor's offices.

"Citizens of BiH are protected by a few individuals within each competent police service. Mostar has not promoted its police officers for twelve years. There are people who should have retired two years ago, and there is no one to sign it. Imagine working for twelve years in the same rank, with the same salary, and you should have received four ranks higher," he pointed out.

CONVINCED THAT CONCRETE STEPS BY JUDICIAL BODIES REGARDING VIOLATIONS OF CRIMINAL LAW PROVISIONS ARE YET TO COME

I believe that we will soon see some concrete things - Dizdarević claims.

"I fully support the police and judicial institutions in this, because they are not leaking information about the stage of activities and what is being done specifically. It is very important that this happens, and I am convinced that in the coming period, the reaction of judicial and police institutions will occur regarding violations of the Constitution and the commission of criminal offenses related to the amendments to the Criminal Code imposed by Inzko. People are afraid because the story of violence, war, and armed conflict is constantly being circulated. I have a very simple question: who will wage war? What armed formations exist in BiH now? The parade in RS is a hybrid operation. This means that what is shown is shown to influence the psychology of the masses to provoke fear. This is on par with the story about terrorist camps where young mujahideen are trained. These are all hybrid operations that are not sanctioned because they do not constitute a criminal offense. This is the domain of OSA, which should collect information to prevent criminal offenses from being committed. And we have to watch it, we can't do anything. Until they commit a criminal offense. Unless a specific legal norm is passed to ban the activities of these groups," explained Dizdarević.

Politics has also established its networks within educational institutions, said Dizdarević.

"The so-called nameless bureau in the academic community. The nameless bureau consists of all those academic workers who do not deserve the positions or titles they hold, because their research is actually pre-ordered, the results are predetermined, and their sole purpose is to hinder, limit, and prevent pragmatic academic researchers from working and publishing. Because results achieved based solely on scientific criteria are difficult to degrade and refute. One should inquire about the conditions under which professors and researchers who are not politically compliant work," emphasized Dizdarević.

"What to do? The answer is very simple. Arrest, prosecute, and punish. Put an end to manipulations, but above all, we must resolve war crimes cases in a way that we understand that there is no collective guilt for a committed crime," Professor Dizdarević concluded his conversation.
