(Patria) - The appointment of heads of three state police agencies will be on hold for several more months.
Given that the Council of Ministers of BiH has not commented since August on the heads and deputies of three state agencies (DKPT, GP BiH, SIPA), and the formation of a new government at the state level is underway, this issue will remain one of the first tasks of the new Council of Ministers of BiH.
Although there is speculation about annulling the previous competition and calling for a new one, according to Patria's information, this will not be possible until the Council of Ministers of BiH officially decides on the ranking lists. The most likely scenario is that the new Council of Ministers of BiH will not accept any of the ranking lists, thereby opening the way for the Independent Board of the PS BiH to call for a new competition.
We remind you, given that the new government consists of SNSD, HDZ, and the eight-party coalition (SDP, NIP, Our Party, NES; Party for BiH, PDA, BHI Fuad Kasumović, For New Generations), and that cadres close to two of these parties are already represented, it is clear that there is no great rush. Since almost the same cadres applied for the competition, there would only be a rotation of positions within the agencies.
The mandates of directors and deputies, except for the director of SIPA, expired at the end of May. They remain in their positions until the appointment of new directors and deputies.
The ranking list proposes two names of successful candidates for each position. For the position of director of the Directorate for Coordination of Police Bodies, Mirsad Đelilović and Ensad Korman have been proposed. For the deputy director of DKPT, Goran Amidžić and Đuro Knežević, the current deputy director of SIPA, have been proposed.
The remaining five positions of director of DKPT, one deputy, director of GP BiH, deputy director of GP BiH, and deputy director of SIPA are held by Bosniaks and Croats.
The director of SIPA is Darko Ćulum, close to SNSD. Therefore, SNSD is in no hurry with appointments in police agencies.
According to the ranking list for the director of the Border Police, the first-ranked is Robert Perić, close to HDZ BiH, and the second-ranked is Mirko Kuprešaković. Perić was previously elected commissioner of the MUP HNK. For the deputy director of SIPA, the first-ranked is Zoran Galić, and the second-ranked is Vladimir Popović, both from GP BiH.
For the deputy director of the Border Police, Fahrudin Halač and Amra Aljić have been proposed.
The leader of SNSD, Milorad Dodik, is more interested in changing the leadership of OSA, although that process has been completely stalled since 2019 when the mandates of director Osman Mehmedagić, deputy Trifko Buha, and chief inspector Damir Bevanda expired.
As certain names are already being speculated about, it is increasingly likely that changing the leadership of OSA will require amending the Law on OSA to adapt the law to the candidates.
According to information heard from circles within the eight-party coalition, an agreement has been reached with HDZ to unblock the appointment of the director of the Federal Police Administration, but this will still have to wait for the new Government of FBiH.
