Cerić: If budget funds are unspent, then planning in Bihać was not good

BIHAĆ, (Patria) - Two days ago, the Draft Budget of the City of Bihać for the next year, 2020, was adopted, with special attention paid to "unspent funds from the account for capital investments" in the amount of 4.3 million KM.

"According to the City Administration, these are funds located in a special account intended for investment in capital projects, and they were set aside by the Finance Department from the regular budget revenues of the current year 2019. The reconstruction of the Luke sports hall, the reconstruction of the city swimming pool, the landscaping of the auxiliary football field, and part of the capital investments of the Public Institution for Urban Planning are being "carried over from 2019 to 2020", which are serious and urgent projects as they are a reflection of Bihać and this part of Bosnia and Herzegovina.

This is not a small amount of money for any community, especially for Bihać, which due to all the events in the past period, especially due to the migrant crisis and general societal apathy, has acquired an image it does not deserve. Capital expenditures represent the most important segment in the realization of any local community budget. It is evident that this transfer of funds and realization in 2020 is happening because of elections and buying voter favor.

It is unacceptable for someone to ask you for money, for you to refuse them with the excuse that you don't have that money, and then to say that "you have saved" or that "funds are being transferred to the next year". The City Administration of Bihać must have more responsibility, plan better, allocate its organizational and all other resources better, and direct the needs of citizens and the realization of projects in an adequate, prioritized manner," stated Ismar Cerić, president of the GO of the Independent Bloc Bihać.

He adds that there are very deserving citizens who promote this region in the brightest way every day and secure funds for their easier daily work.

"Planning and realization must be done with special care. This is an opportunity for the City of Bihać to provide Azra Dedić and similar deserving citizens with better working conditions and the creation of new, excellent results that we will all be proud of in the coming year, 2020, just as we were in 2019," stated Cerić.
