Regarding disciplinary proceedings conducted by the Central Bank of Bosnia and Herzegovina (CBBiH) against former employee Sanjin Sinanović, and in order to prevent selective and inaccurate dissemination of information by this individual, we inform the public of the following: It has been confirmed that Sinanović committed a serious breach of official duty by endangering a money transport.
Sanjin Sinanović, during his employment at CBBiH, committed one of the most serious breaches of official duty, which consists of him not being present at his workplace at the time he was supposed to carry out the handover of a transport worth approximately 40 million KM, for which he was authorized and obligated to take responsibility. He later signed the documentation related to the entire process of receiving the transport at a gas station in Sarajevo, thus outside the premises of the Central Bank, without having seen the valuable shipment at all!
During the disciplinary proceedings, the employee was suspended, and after the disciplinary proceedings were completed, he was issued a disciplinary sanction of demotion to a lower position, considering the high risk of continuing to work in a position of such high risk. As is evident from the ruling and parts of the verdict, the serious breach of official duty and the legality of the issued suspension were confirmed, as were the basis and reasons for conducting the disciplinary proceedings. This refutes all of Sinanović's claims about "fabricated disciplinary proceedings".
Given that Sinanović knew that the receipt of the shipment was planned and that he was aware of his obligations, he committed a serious breach of official duty through such behavior. It was concluded that the disciplinary commission made the decision on Sinanović's responsibility after a proper procedure and based on facts arising from the evidence presented! Finally, Sinanović was issued a sanction in accordance with the Law on Labor in BiH Institutions.
In addition to the serious breach of official duty being confirmed by the verdict, the appellate court concluded that a formal oversight occurred during the decision-making on the appeals of two opposing parties in the proceedings, which were treated and resolved by separate decisions. However, the aforementioned does not in any way diminish or exclude the employee's responsibility for the committed serious breach of official duty.
Sinanović did not dispute the termination of employment decision with his lawsuit, which is the subject of a separate court proceeding currently underway before the Court of BiH.
We remind that Sinanović previously lost a case related to the procedure of the public advertisement for employment, which he reported as alleged corruption, and he never received the official status of a "whistleblower" from the Agency for Prevention of Corruption and Coordination of Fight against Corruption.
